Research On The Countermeasures Of Petition Of Grass-Roots Social Contradictions ——Take M Town As An Example

With the development of economy and society,profound changes are taking place in China’s grass-roots society,especially in rural society.The network is no longer a new thing in rural areas.Farmers who go out to work have broader knowledge,the channels for grass-roots people to access the information are more unblocked,and their desire to express their will and participate in political life is also stronger.In this new period,the number and complexity of grass-roots petition are increasing day by day.At the same time,grassroots conflicts are no longer confined to neighborhood disputes,nor are they confined to the fields.Under the background of new rural construction and rural revitalization,grassroots contradictions become diversified,and the ability of grass-roots government to deal with and resolve petition needs to be improved.Through the analysis of literature,in-depth interviews and cases,combined with the author’s practice and work experience in M Town,this paper deeply excavates and summarizes the main problems existing in the petition work in M Town: the grass-roots cadres are unable to cope with the petition work and assessment pressure,the working attitude has gradually become passive,and the professional level of petition work needs to be further improved;The grass-roots petition mechanism is not scientific enough,and the efficiency of handling petition cases is not high;The expression of petition demands of grass-roots people is disorderly,the expression concept is not correct enough,and there is a lack of active guidance from local governments.Based on the actual situation of M Town,this paper puts forward the following countermeasures for the resolution of petition in M Town: first,strengthen the capacity-building of grass-roots government to deal with petition.Grassroots cadres should constantly improve their personal quality of receiving visits and their ability to resolve grass-roots petition,and change passivity into initiative.At the same time,grass-roots government should constantly improve the handling mechanism of petition.Second,promote the legalization and standardization of petition at the grass-roots level.The petition that have not been solved through judicial mediation,administrative reconsideration and termination of petition must be solved according to law through litigation channels.Third,establish a correct concept of public opinion expression.For grass-roots governments,it is necessary to gradually change the concept of the masses and improve the ecological environment of grass-roots petition,because these are the necessary conditions for grass-roots governments to resolve the problems left over by history.
