Research On Problems And Countermeasures Of Petition Work In Y District Of Zaozhuang City

The petition work is the bridge and link between the Party and the government to closely contact the masses,and also an important channel to promote the resolution of the reasonable demands of the petitioners.The petition work is directly related to the harmony and stability of the region and economic development,but also affects the prosperity of the motherland and long-term security.Do a good job in the new situation of the petition work,to solve the urgent difficulties of the masses,to protect the legitimate rights and interests of the masses,to strengthen grass-roots social governance,to strengthen the Party’s ruling base and the masses,to promote the harmonious and stable development of society is of great significance.With the issuance of the "Regulations on Petition Work" and the "Reform Program of the Party and State Institutions",the coordination capacity of the Bureau of Petition Work has been greatly enhanced,and while the petition work has ushered in a new development pattern,it is bound to face new challenges.Therefore,it is particularly important to seek implementable and enforceable countermeasures to do the petition work effectively for the economic development and social stability of the region.This thesis selects the petition work in Y district of Zaozhuang city as the research object,and uses data analysis of the letter and petition situation in the past five years and interviews with petition workers and the petitioning public to summarize the existing problems as the poor operation of the petition department,the uneven level of the petition work team,the misconception of the public’s petition,and the efficiency of the petition case processing still needs to be improved.The reasons for the problems were further analyzed from four aspects: the lack of publicity on the rule of law of petition work,the imperfect mechanism of petition at the grassroots level,the low cost of petition,and the unscientific appraisal mechanism of petition.On the basis of learning from the experience of other advanced regions in China,based on the actual situation,four countermeasures were proposed to improve the petition work in Y district of Zaozhuang city,including increasing the promotion of the rule of law for grass-roots petition,improving the mechanism of grass-roots petition work,raising the cost of abnormal petitioning,and third parties should be introduced to resolve complaint reporting matters.
