Analysis On The Implementation Of Smart Health And Elderly Policy In Shaanxi Province

Since the beginning of the 21 st century,the number of the elderly population in China has increased dramatically,and the aging population has become the new normal of the social and economic development in China.In order to actively respond to the coming aging society,we must lay out in advance,accelerate the supply side structural reform of the pension service industry,and actively explore new development models of smart health and elderly industry.This paper is based on the project "exploration and research of smart health and elderly model in Weicheng district".Firstly,the author defines the meaning of "smart health and elderly care policy,smart health and elderly care policy implementation,smart health and elderly care organization" on the basis of literature collection and analysis.Then,from the background of population aging in the new era,this paper analyzes the mechanism of the current "smart health and elderly policy" to promote the smart health and elderly care industry.Secondly,through in-depth field visits to the elderly related service institutions in Shaanxi Province,face-to-face interviews with the managers of the elderly related institutions to obtain first-hand information,fully understand the relevant policies issued by the state,provincial,municipal,District governments at all levels,the specific measures taken and the actual results achieved,and combine the collected information to the implementation of the smart health and elderly policy in Shaanxi Province Line analysis,summed up the relevant factors that affect the effectiveness of policy implementation.At the same time,based on the questionnaire survey of the elderly in the community and the service personnel of the institutions related to the elderly,on the basis of sorting out and statistics of the questionnaire data,with the help of the Smith policy implementation model,this paper makes an in-depth study of the reality reflected in the four aspects of the idealized policy,the target group,the implementing agency and the policy implementation environment in the implementation stage of thesmart health and elderly care policy in Shaanxi Province Questions and reasons.Finally,based on the advanced experience of foreign developed countries and domestic regions with relatively perfectsmart smart health and elderly care policy system,this paper puts forward specific and feasible countermeasures and suggestions to improve the implementation effect ofsmart health and elderly care policy in Shaanxi Province.
