Studt On The Evaluation And Optimization Of Rural Elderly Health Service System ——Taking H Town,Shaanxi Province As An Example

Optimizing the rural elderly health service system is the basis of promoting the development of the elderly health security.The health service system aims to provide multilevel,systematic,high-quality medical and health services for rural elderly,covering three parts: basic medical services,public health services,elderly health management.With the accelerating aging process,the quality of medical and health services and management for the elderly is facing great challenges.The health of the elderly has become a key issue of social concern,and it is also an strategic issue in social development.under such a circumstance,evaluating the rural elderly health service system has important theoretical and practical significance to carry out elderly health promotion action and achieving the goal of "strong grassroots" in the medical reform.This paper takes the rural elderly health service system as the research object,based on the theory of public goods,the theory of division of labor and the theory of healthy aging,this paper adopts the method of combining qualitative and quantitative methods to carry out the research from four parts:The first part is to sort out the basic research on health service system in the academic circle and the practice model available for reference abroad,and on the basis of literature reading,to define the connotation of the core concepts related to the health service system for the elderly.In the second part,the relevant characteristics of the rural elderly health service,the development dilemma of the system,the necessity of evaluating and optimizing the health service system are clarified,and the research objects are explained in depth.The third part,Based on the previous research,the evaluation indicators of the rural elderly health service system were initially selected,and then through the Delphi expert consultation method for two rounds of index screening and revision,determine the final evaluation index system,construct the hierarchical structure model,use AHP to calculate the intra-layer weight and combination weight of the evaluation index;The fourth part,conduct empirical research through questionnaire surveys and interviews,a research analysis of H town in shaanxi province,using above,construct the evaluation index system of H town in shaanxi province elderly health service system evaluation and grading,found in the medical service quality,health,education,service facilities,funding and other shortcomings,and put forward the corresponding optimization measures.The study found that the elderly population in China has a high prevalence rate,poor physical literacy,and diverse needs for health services.However,the rural areas are restricted by geographical environment,economic development and other conditions,and the medical resources are relatively backward,which makes it difficult to effectively guarantee the health of the elderly.In the empirical analysis,the score of the evaluation of the health service system for the elderly in H Town of Shaanxi Province is 72.28,indicating that the system construction is not perfect.In view of the weak links in the evaluation,it is proposed that rural areas should strengthen the construction of overall medical and health services,provide high-quality health management services for the elderly,strengthen the construction of grassroots medical personnel,and strengthen the main functions of the government.So as to improve the health level of the elderly,to achieve healthy aging.
