Since 2013,selected graduates policy of Ningxia has been implemented for six years,and the results have been obvious to all.The shortage of cadres at the grass-roots level has been significantly alleviated,and the cadres in Ningxia are getting younger and better educated.However,with the continuous implementation of the policy and the increasing number of selected graduates,the shortcomings of the selected graduates work in Ningxia have gradually emerged.With Herzberg’s two-factor theory,this paper puts forward the relationship between dual factors theory and selected graduates’ career development,defines the hygiene factors and incentive factors of the selected graduates’ career development.A questionnaire survey is carried on among the 300 selected graduates of Ningxia from 2013 to 2018,and 296 valid samples were eventually collected.SPSS software was used to analyze the survey results.At the same time,from the perspective of the two-factor theory,the paper analyzes 5 aspects as follows:the recruitment and distribution,organization and management,work environment,training and exercise,assessment and promotion,and 12 problems were put forward such as unclear recruitment announcement,insufficient policy publicity,lack of targeted exercise.From the aspect of hygiene factors,the author found three causes of the problems:lack of unified management policy,incomplete work analysis,and loopholes in human resource planning.The author also found three reasons from the aspects of incentive factors:the actual situation’s limitation of the grassroots government,the insufficient attention paid by grassroots organizations and departments,the selected graduates’ indistinct self-recognition.To improve the hygiene factors and incentive factors,reduce dissatisfaction and improve satisfaction of the selected graduates,six suggestions were put forward,including establishing strategic management plan,optimizing recruitment and distribution,improving the level of comprehensive management,training and development,improving the selection and appointment work,and changes in thought. |
