Embedded Governance:party Logic In Grassroots Governance ——Practical Expression Of The Functional Party Group In L Village,North Zhejiang

As an important part of the national governance system,rural governance plays a key role in the process of national governance.The Party’s grassroots-level organizations are an important force and fundamental guarantee for rural governance.Through the embedding of rural governance,rural grassroots-level organizations of the Party have been closely linked to various local social organizations and have played a highly leading role at all levels of rural governance after the founding of the People’s Republic of China.Meanwhile,the embedding of the Party’s grassroots-level organizations into grassroots administrations has formed a high degree of resource exchange and direct integration,and has been continuously promoting the development of the leadership of Party.However,with the rapid implementation of the reform and opening up,the management mode and governance background of rural areas has been undergoing drastic changes.Besides,the high development level of agricultural productivity has imposed higher requirements for the way of rural grassroots-level Party building and rural governance ability.Through the development process of rural governance since the founding of the People’s Republic of China,we can find that in the whole process of the historical change,although the specific forms have been constantly changing,the continuity of Party-building embedded governance has always been highlighted.It is a kind of logic of the Party behind rural governance and even grassroots governance.Based on the practical expression of the functional Party group in the L village in northern Zhejiang province,this paper aims to find the logic of the Party behind embedded governance through the current innovation model of rural Party building and rural governance.At the specific operational level,the embedded governance is realized through organization embedding,institution embedding,and ideology embedding.Among them,the organization embedding refers to the reconstruction of organizations,the expansion of the field,and the linkage between villages and communities to achieve basic empowerment;the institution embedding emphasizes both coverage and normativeness through formal and informal institutions,and then completes normative empowerment;as for the ideology embedding,it promotes cultural identity while ensuring leadership,and seeks to encourage and empower.Moreover,hidden behind embedded governance is a collaborative development of "empowerment--integration--governance",which forms a complete logical connection of political parties in grassroots governance.Among them,empowerment and integration are effective aid for the smooth operation of embedded governance.Finally,by examining the historical evolution and realistic development of"embedding" in rural governance,we discovered the operating characteristics of embedded governance according to the problems faced during the period.Meanwhile,through the overall argument and in-depth analysis,it is found that in terms of the relationship between the Party and the society,embedded governance has profoundly changed the current internal structure of rural governance,forming a balanced relationship between the state power and social structure.In other words,"embedding" is an important practical method and theoretical basis for the integration and development of the two.
