Research On Party Building Leading Rural Grassroots Governance In The New Era

Strengthening party building,solving the dilemma of rural grassroots governance,and optimizing the level of grassroots governance are the basic topics for improving the efficiency of rural grassroots governance and realizing the modernization of rural governance.Rural grassroots governance is a sophisticated structure with various ways to achieve it,and the most significant of these approaches is to harness the strengths of rural grassroots party organizations.Improving the level of rural grassroots governance by strengthening rural grassroots party building and giving play to the leading advantages of party building in politics,ideology and organization is not only an effective way to explore and solve rural grassroots governance problems in the new era,but also a requirement of the times to consolidate the leading position of rural grassroots party organizations in rural grassroots governance.To interpret and explore the leadership of rural grassroots governance by party building in the new era,it is first necessary to clarify the basic concept of leading rural grassroots governance with party building and summarize it on this basis.Based on the existing theoretical research results,this paper summarizes the relevant concepts and theories of party building leading rural grassroots governance,clarifies the relationship between party building and rural grassroots governance.Since its founding in 1921,the Communist Party of China has always attached great importance to rural governance.Under the centralized and unified leadership of the Party Central Committee,China’s rural grassroots governance has experienced the phased changes in four period and has accumulated rich historical experience in the development of a century,such as ensuring the leading position of rural grassroots party organizations is the prerequisite for realizing rural governance,and paying attention to improving the quality and ability of party members and cadres is the key to realizing rural governance.Strengthening consultation and cooperation among rural governance subjects is an important condition for realizing rural governance.In the new era,party organizations have continuously improved the institutional mechanisms of rural grassroots governance,innovated the methods and methods of party building leadership,and party building has led rural grassroots governance to achieve remarkable results in five aspects:leading the team,governance level,social relations,living environment,and quality of life.However,at the same time,with the profound changes in China’s economic structure,profound changes in social structure and the increasingly diverse needs of farmers,the situation and environment facing rural grassroots governance are more complex,social contradictions are more prominent,and party building is also facing some new situations and new problems in the process of leading rural grassroots governance,and the leading functions of grassroots party organizations in political leadership,ideological guidance,organizational cohesion,mass service and other aspects are insufficient,which greatly affects the improvement of rural grassroots governance.The reasons can be summarized as follows:insufficient construction of the party member cadre team weakens the leading force of party building,rural economic development lags behind and affects the effectiveness of governance,imperfect traditional administrative models restrict the effect of governance,the collision of multiple values affects the dissemination of governance concepts,and the imperfect supervision and assessment mechanism hinders the realization of governance goals.Under the new situation,we should start by improving the ability to lead party building and strengthen the leading function of party building,and seek the best way for party building to lead rural grassroots governance under the new situation,we should start from improving the leadership ability of party building and strengthening the leading function:first,we must consolidate the political foundation and strengthen the political leadership function of party building,such as enhancing political functions and strengthening political beliefs;enhance political functions,strengthen political beliefs,etc.Second,we should focus on cultural construction and forge the ideological guidance
