Research On The Embedded Governance Path Of Party Building In The Practice Of "Three Governance" In Ytown,Chifeng City

Currently,China is in the stage of comprehensively stepping into rural revitalization,and rural society is shouldering a more severe task.The 19 th National Congress of the Communist Party of China(CPC)made a major strategic deployment to implement rural revitalization,proposed a sound rural governance system that combines autonomy,the rule of law,and the rule of virtue,and set new goals and requirements for strengthening and improving the rural governance system.At the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,it was further proposed to improve the urban and rural grassroots governance system led by Party organizations,which combines autonomy,the rule of law,and the rule of virtue.The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China further proposed to build a new pattern led by party building and innovate grassroots governance methods.In the report of the 20 th National Congress of the Communist Party of China,it is also clearly pointed out that it is necessary to strengthen the political and organizational functions of Party organizations,adhere to the clear guidance of focusing on the grassroots level,promote grassroots governance led by Party building,and build grassroots Party organizations into strong battlegrounds for effectively realizing the leadership of the Party.Therefore,in the practical process of rural governance,we should adhere to the guidance of party building as the core,which can embed the construction of grassroots party organizations into the content of rural autonomy,moral governance,and the rule of law,coordinate party building consortiums,village collective cooperatives,village "two committees",villagers,and other types of governance entities,integrate multiple resources,and through win-win cooperation,contribute to achieving the governance effectiveness of "1+1+1>3".Based on embedded theory and holistic governance theory,this thesis uses literature research,field research,and case analysis methods as research methods to study the embedded governance path of party building in the specific practice of rural autonomy,rural moral governance,and rural rule of law in Y Town,Chifeng City.Through field research,it is found that there are still some problems in the specific practice of "three governance" in the embedded governance of Party building in Y Town,such as the weak joint efforts of villagers to participate in joint governance,the lack of a long-term mechanism for point system management,the low utilization rate of the judicial mediation system,and the imbalance in the coordinated promotion of grassroots party building and village collective economic development.The reasons for the current problems are analyzed in depth,and it is proposed to cultivate the awareness of collective joint governance through value embedding Starting with functional embeddedness,enhancing the gold content of the point system management,starting with resource embeddedness,improving the supply capacity of rural public legal services,and starting with relationship embeddedness,strengthening the link between party building and the development of the village collective economy,striving to solve current problems,with a view to achieving good rural governance.
