Study On Integration And Optimization Of Rural Governance Led By Party Building

The report on the Party’s 20th National Congress pointed out that we should improve the social governance system,improve the social governance system featuring joint contribution,joint governance and shared benefits,enhance the effectiveness of social governance,and build a community of social governance in which everyone has responsibilities,responsibilities and benefits.In order to achieve the development goal of promoting the modernization governance system to be more perfect and more characteristic,improving rural governance is an inevitable step,but also an inevitable requirement.In recent years,the practice of rural governance led by Party building has been carried out rapidly across the country,and has achieved effective governance results.However,with the continuous development of the economy and the constant adjustment of the social structure at the grassroots level,the contradiction of the relatively backward development of rural governance has become increasingly prominent.How to achieve high-quality and effective rural governance with the guidance of Party building is an important topic to be completed urgently.This paper takes X Town,J District,Taiyuan City as the research object,adopts the literature research method,draws lessons from the good governance theory,collaborative governance theory and meta-governance theory,and further defines the core concepts of rural governance,grass-roots party organization and Party construction-led rural governance.Explain the compatibility between relevant basic theories and rural governance,and clarify the research direction and significance.By using field investigation,questionnaire survey and case study,X Town,J District,Taiyuan City is selected for field investigation.By visiting and investigating 11 villages of X Town,the author analyzes and summarizes the constraints in system construction,team construction,governance capacity and multi-subject interaction of X Town.And extend these problems to the current common constraints of the Party construction-led rural governance,put forward improvement measures such as consolidating the foundation of the party construction-led system construction,improving the effectiveness of the party construction-led team construction,improving the ability of the Party construction-led governance and improving the ability of the Party construction-led multi-subject participation in rural governance,in order to better explore the current optimization path of the party construction-led rural governance.
