Since entering a new era,with the promotion of the democratization of rural governance in China,the acceleration of rural revitalization,and the increasing demand for village public supply,the problems of coordinating rural interests and building rural communities have become increasingly prominent.In China,due to the scattered distribution of villages in a large number of rural areas,the construction of public works often crosses the boundary of natural villages and requires the joint efforts of multiple villages,which cannot be realized by a single village.Therefore,it is necessary to pool resources and establish a cross-village consultation mechanism.However,each natural village has its own boundaries and interests.Due to its different interests and demands and limited ability to communicate with each other,the project may be stalled and the discussion is fruitless.In the rural investigation,the author found the successful case of the inter-village consultation on the public ditch repair in Bai Zi village in Anhui province,and took it as a starting point to study the inter-village consultation in the public project.In this paper,Habermas’ communicative rationality is used as an analytical tool in the research.Through comprehensive investigation,this paper tries to restore the case from the concrete to the abstract,so as to answer the research question consciousness.Because of the diversification and fragmentation of interests in contemporary Chinese rural society,inter-village public works are blocked by inter-village interest islands.In the past,public works that could be solved by the state or a large collective are now increasingly solved by inter-village consultation,discussion,compromise and cooperation,and consensus and cooperation can be reached through communication.The theorists believe that Habermas communicative rationality is creative in theory,but difficult to operate in practice.The problem consciousness of this paper is whether the ditch repair project of Bai Zi village can be solved through communication and negotiation.How should Habermas communicative rationality be more operational?Bai Zi village ditch repair project,involving a number of natural villages,the village group for repair fee dispute;From the villagers do not understand,to the inter-village consensus;From isolated villages to inter-village cooperation.In the middle,there is no lack of multi-subject dialogue,repeated communication and discussions among the village committee,the village leader and the village expert.This paper draws four conclusions based on cases:First,the flexible communication rationality facilitates the consultation.Consensus can be reached on inter-village public issues through consultation.It contains three key elements:multi-subject dialogue,repeated communication and multiple discussions.Second,inter-village consultation has public and practical functions.The publicity is reflected in the focus on village-level issues.To the consultation participation main body multiple absorption.The goal of negotiation is to maximize the public interest.Practical performance is to standardize the villagers to participate in the order,to maintain the harmony and stability of the village group,to achieve effective village governance.Third,the consultation process requires supplementary response and accountability.Form a closed-loop process of"question-communication-accountability-response".Fourth,the discussion on the effectiveness of inter-village consultation and the limits of the role of state power.The case of Bai Zi village highlights many existing governance problems and provides a new governance path for the development of inter-village integration,namely inter-village consultation.Communication rationality provides flexible guidance for inter-village dialogue,response and accountability make the negotiation results rigid,and explore a suitable local inter-village negotiation method.
