The Research Of Consultation Governance In Local Political Consultative Conference

Governance theory had been beginning to be popular in western academia since the20th century in the1990s, more and more scholars and research institutions to study it.Governance theory has produced people a new and interactive perspective to observe and think.In this article, deliberative democracy and governance theory have been formulated, discovered and thought, combining with China’s existing basic national conditions, taking the processes of political consultative and democratic supervision and participating politics in BaiSe political consultative conference as examples, analysising and researching what is the role of consultation governance playing during local political consultative conference in local government for public affairs management. Investigatting its reasons is mainly due to the following points:firstly, it’s because of the inadequate communication between local political consultative conference and local government during consultation governance. Secondly, local political consultative conference conflicts between their own. Thirdly, the mechanisms of the local political consultative conference is not perfect now. Fourthly, some of the local members’minds can not follow the new requires of political consultative conference development in new period.To perfect the role of local political consultative conference consultation governance, We can do the following aspects:first, improving the quality of the local people’s political consultative conference political consultation, fully playing its role as a government decision-making process. Secondly,increasing the intensity of local democratic supervision,providing extensively democratic support for government decision making and implementation. For the third, enhancing local political consultative conference,the actual effect of participating politics, playing a better role in government decision-making. Finally, strengthening of local self-construction of the local political consultative conference, as active and effective participation in government decision-making organizational guarantee.The practice of BaiSe political consultative conference shows that, with our country economy development and social cultural progress, people’s consciousness, requirement and responsibility in public management will follow the pace. Consultation governance is the governance form under western governance theory and the political consultative with Chinese characteristics, is the great creation of democratic form of Communist Party of China and Chinese people. And people’s political consultative conference is the main channels and important organization to realize consultation governance. In the frame of consultation governance, innovation the democratic mechanism of people’s political consultative conference, is the essential to do well in new period people’s political consultative conference work.
