Poverty Alleviation Resettlement And Land Spatial Restructure In The Perspective Of Dual Shaft Of "Space-Governance"

The first thing to solve in the Poverty Alleviation Resettlement(PAR)is the restructure of the land space,which covers the restructure of the production-lifeecological space and makes it reasonable;Second,it must solve the problem of public governance and optimize the governance structure.And land is an indispensable element of these two issues.Although the practice and academic circles have realized that land hold the key role of PAR,and studied in combination with practical cases,there is a lack of systematic and in-depth discussion.Many scholars have proposed to pay attention to the participation of farmers in and post the resettlement,but simply describe the lack of guidance.Through the study of empirical cases,it reveals the important theoretical and practical significance of the PAR and land spatial restructure in the perspective of dual shaft of space and governance.The author comprehensively uses GIS spatial analysis method,process event method and in-depth interview method to conduct research.Based on the theory of Human-Land Relationship,construct a theoretical analysis framework of “SpaceGovernance” dual shaft.On the one hand,focusing on the process and mechanism of land space optimization in the PAR.On the other hand,it introduces the governance structure perspective of public governance and studies the governance structure in the PAR.Taking the demonstration of the resettlement of the “Taihu New Village” in Xunwu County,Jiangxi Province as an example,the theoretical analysis framework is illustrated and supplemented.The study found that the PAR is a manifestation of Human-Land Relationship,the reconstruction of the land space,and the land is the key element of the reconstruction process;PAR requires effective governance,and the government-market-farmer three-dimensional collaborative optimization of the governance structure plays an active role in facilitating relocation.In the “SpaceGovernance” dual shaft view,PAR can promote the optimization of spatial structure,Human-Land structure and governance structure,and is of great significance for promoting Rural Revitalization and Urban-Rural Integration in China.
