State Power And The Absence Of "Public Space" In Villages-an Analysis Of The Practice Of Precision Poverty Alleviation In W Village

To seek the "public space" in the rural society of China as the academic orientation,and become an important subject in the study of rural governance.This paper analyzes the rural "public space" and the grassroots political power and rural relations after tax reform,and then understands the rural governance dilemma by studying the practice process of precision village poverty alleviation.Through the literature combing and the field investigation of W village,the practice of precision poverty alleviation is also the process of state power down,and the rural public space has become increasingly ’nationalized’ and ’fragmented’.The lack of public space in the village is an important reason leading to its governance difficulties,but also restricts the practice of precision poverty alleviation.In the era of post-taxation,although the grass-roots political power from the ’draw’ to ’suspended’,leaving a vast space for the rural society,but the grassroots regime has also experienced from the role of agents to profit-oriented role in the process,In the rural society,the three-dimensional social structure gradually replaced the ’difference pattern’,so that its public power can not operate independently,poor poverty poor households assessed to bring pressure on the rural elite;in the village team,three help The monopoly of the responsibility of the poor resources,the distribution and the infiltration of the power to the village,the villagers of their power recognition,making the village of public power further loss,rural governance difficulties appear.This paper attempts to reveal the reasons behind the plight of rural governance-the state power squeeze the rural public space,in this sense,we not only want to rethink the relationship between the state and society,but also to clarify the rural governance in the government’s authority to maintain and cultivate the rural public Space is an important way to achieve effective rural governance,but also an effective way to further promote poverty alleviation.
