Research On The Coordinated Development Of Rural Public Cultural Service And The Inheritance Of Traditional Culture

Rural revitalization requires both shaping and soul-building." Cultural revitalization is a soul-building project for rural revitalization.The key to the revitalization of rural culture lies in the construction of rural public cultural service and the inheritance and development of traditional culture.Rural public cultural service and traditional cultural inheritance are dialectically unified and complementary.The coordinated development of rural public cultural service and the inheritance of traditional culture is the inevitable result of the internal connection of them,and it is also an inevitable choice for the construction of rural culture and the revitalization of rural culture.This article attempts to put forward the proposition of the coordinated development of rural public cultural service and traditional cultural inheritance on the basis of existing research,and explores the key factors that affect the coordinated development of them,and thinks about how to promote the development of them.First of all,this article reviewed and analyzed the relevant literature on rural public cultural services and traditional cultural inheritance at home and abroad,reflects on existing research,and proposes the necessity and innovation of this research.Secondly,it expounds the core concepts of rural public cultural services,traditional cultural inheritance,and coordinated development,as well as the theoretical basis of this article,namely,public product theory,new public management theory,and new public service theory.Thirdly,by investigating and researching the rural cultural construction of Y Town of X City,Hunan Province,it is found that although Y Town has not formally proposed the concept of coordinated development,it has already developed the concept and actions of coordinated development,and the rural cultural construction has achieved good results.It is reflected in the improvement of the quality of public cultural services,the protection and development of excellent traditional culture,and the promotion of the development of rural spiritual civilization.However,in this process,there are still problems such as the contradiction of the main body of coordinated development,the lack of coordinated development mechanism,the single and rigid form of coordinated development,and the disorderly development of public cultural space.The main reasons for these problems are: lack of government function performance,insufficient coordinated development policy,lack of participation of multiple subjects,and unbalanced investment in coordinated development.Finally,in view of the current problems in the coordinated development of rural public cultural service and traditional cultural inheritance,this article tries to propose countermeasures from five aspects:1.Clarifying the government’s responsibilities in coordinated development.The government should assume the responsibility of system design,financial support,service supply,and management and supervision.2.Improving the long-term mechanism of coordinated development.Including policy guarantees Mechanism,demand expression mechanism and interest coordination mechanism.3.Encouraging multiple subjects to participate in coordinated development.Stimulating the enthusiasm and consciousness of farmers to participate,and guide social organizations and groups to participate in the construction of rural culture.4.Building a coordinated development of public culture space.It is necessary to activate the traditional public cultural space,expand the modern public cultural space,and purify the network public cultural space.5.Developing the focus of coordinated development.Making a coordinated development plan based on the needs of the people,and create a distinctive cultural brand to promote the cultural industry development,strengthen the application of network information technology in coordinated development,and incorporate the inheritance of traditional culture into the construction of the public cultural service system.
