Study On Supply Of Rural Public Cultural Service In China Under The Background Of Rural Revitalization

Rural areas are the root and carrier of Chinese civilization and the foundation of China’s social development.In order to realize the historical task of the great rejuvenation of the Chinese nation,we must face up to the three issues concerning the national economy and people’s livelihood.Culture plays a unique role in the process of rural development,and improving the supply capacity of rural public cultural services is an inevitable requirement to solve rural problems and realize rural revitalization.In September 2018,the strategic plan for rural revitalization(2018-2022),issued by the CPC central committee and the state council,made clear the need to improve the rural public cultural service system.Rural culture is the guarantee of rural revitalization,and the supply of rural public cultural services is an important carrier of inheriting Chinese civilization and cultivating civilized rural culture.Therefore,it is of great practical significance to study the supply of rural public cultural services in China.Based on the basic model of the supply of public cultural services in western countries and the case study of the supply of public cultural services in rural areas of hubei province,this paper summarizes the enlightenment of the development of public cultural services in foreign countries and the experience of the supply of public cultural services in rural areas of hubei province,and discusses the countermeasures to improve the supply of public cultural services in rural areas of China.This paper takes the supply of public cultural services in rural areas as the research object and the theory of public goods and new public services as the theoretical basis.Based on the research achievements of domestic and foreign scholars on the supply of public cultural services,this paper expounds the relevant concepts of the supply of rural public cultural services.Concrete analysis rural revitalization and the dialectical relationship between rural public cultural services supply,combing our country rural public cultural service supply situation,including gradually construct rural supply of public cultural services system,the basic form is given priority to with public finance supply of rural public cultural service input mechanism,basic supply of public cultural services for rural infrastructure,etc.;It analyzes the prominent problems existing in the supply of rural public cultural services,such as the lack of strategic awareness of the supply of rural public cultural services,the unsound arrangement of the supply system of rural public cultural services,and the single source and shortage of funds for the supply of rural public cultural services.Based on the main measures and experience of rural public cultural service supply in hubei province,the experience of public cultural service supply in western developed countries is used for reference.This paper puts forward some countermeasures to improve the supply of rural public cultural services,such as improving the strategic positioning consensus of rural public cultural services,perfecting the supply system of rural public cultural services,and perfecting the fund investment mechanism of rural public cultural services.
