| The report of the 19 th National Congress of the Communist Party of China pointed out that the issues concerning agriculture,rural areas and farmers are fundamental issues concerning the national economy and people’s livelihood,and governments at all levels must take solving these issues as the primary political task at present.Promoting the high-quality development of public culture in rural areas is an important part of further building socialist modernity,solving the main social contradictions and implementing the rural revitalization strategy.It is also an essential condition for guaranteeing the people’s pursuit of higher spiritual and cultural life.Raising people’s expectations of a bad life has a very positive effect.Z county public culture service level has a qualitative improvement in recent years,whether in organization,organization,personnel and funds and so on has made a certain development and progress,but still not reached high quality development of the requirements of the "difference" planning and urban public cultural service development there is a certain gap,seriously hindered the rural implementation of the strategy of rejuvenating.Based on xi ’an Z county of shaanxi province as the research object,the since the party’s 19 large rural public cultural service development results and rural revitalization strategy put forward the countermeasures of development of the rural public cultural quality after the study,from the masses of the people of the most basic,clarify its for the expectations and needs of the development of public cultural service high quality,Ensure the high-quality development of public cultural services in rural areas of Z County.By 1 Z county town streets,19 for 3months of field visits and field survey of 320 people,interview 15 people,and according to the results of the questionnaire survey and field interview,understand the Z county rural masses for the expectations and needs of the development of public cultural service high quality,and found that the current Z county rural public cultural service found that the problem of high quality,Finally,according to the causes of the problems,relevant countermeasures and suggestions are put forward for the high-quality development of rural public cultural services in Z County under the background of rural revitalization.Through the research on the high-quality development of rural public culture in Z County,it is found that although the development of rural public culture service in Z County has achieved some achievements,there is still a certain gap from the requirements of high-quality development.It is mainly reflected in the following aspects: the construction of public cultural services does not meet the standard requirements,the content is outdated,the source of funds is narrow,and the needs of the masses do not match,and the strength of grassroots cultural talents is weak.The main reasons for this gap are the inconsistency between the high quality development standard and the rural reality,the deviation of the cultural service concept and cognition of the grassroots government,the imperfect supervision mechanism of capital investment,the limited expression of the needs of the service object,and the imperfect training mechanism of talent team.Finally,combining with the actual situation,this paper puts forward countermeasures and suggestions for the high-quality development of rural public cultural services in Z County from the aspects of constructing development system,perfecting development system,optimizing fund allocation,strengthening talent team construction and stimulating the demand power of the masses.The research of this paper is of great theoretical and practical value for summing up the high-quality development experience of Z county’s public cultural service system,enriching and perfecting relevant theoretical concepts,and for the implementation of China’s rural revitalization strategy. |
