Research On The Operation Efficiency Of Cultural Centers Based On Fuzzy DEA Model In The Assurance Region

From the “Regulations on the Work of Cultural Centers” in the 1950 s to the“Service Standards for Cultural Centers” that will be formally promulgated,China’s cultural center facilities have entered into a new stage of precise service.The accurate measurement of the operating efficiency of cultural centers and the enhancement of services has become an urgent problem to be solved.This thesis introduces the concepts of Chinese cultural centers according to the research ideas of "proposing questions-conceptual definition and theoretical analysis-current situation description-theoretical model construction-empirical analysis-countermeasure suggestions”.First,the thesis defines the concept of cultural centers and its operational efficiency,and then we introduce the development process and existing problems of Chinese cultural centers.Secondly,according to the characteristics of the efficiency of cultural centers,this thesis builds a fuzzy DEA model with guarantee domains to measure the operating efficiency of 15 district-level cultural centers in Tianjin using matlab,with the input and output data in 2019 of these cultural centers as samples.The conclusions of this thesis indicate that: First of all,nowadays our cultural centers have entered into the stage of precise services,and the relatively low operating efficiency has become a bottleneck that restricts the further development of cultural centers.Secondly,this thesis introduces the concept of guarantee domain,fuzzy support set and triangular fuzzy logic theory to constructs a linear fuzzy DEA model,respectively to solve the problem of resource limitation,output ambiguity of cultural centers.According to the production principle of DEA model,the Monte Carlo method is introduced to sort the decision making units.Thirdly,the empirical analysis of the operation efficiency of Tianjin district-level cultural centers has verified the innovation of the fuzzy DEA model with guarantee domains proposed in this thesis;moreover,the district-level cultural centers in Tianjin should expand the construction area and increase the number of staff,and some cultural centers need to be appropriately reduced Per capita investment in public cultural undertakings,Other cultural centers need to increase the per capita investment in public cultural undertakings.Finally,corresponding countermeasures are suggested as follows:promoting the scientific management of funds investment for district-level cultural centers,guaranteeing the cultural center construction area to reach the standard,broadening the cultural center staff source channel,enhancing the populace participation in the cultural center and the degree of satisfaction and so on.
