Research On Efficiency Difference Of Cultural Industry In Western China

Since the 18 th CPC national congress,China has attached great importance to cultural construction,accelerating the development of cultural industry.We strive to promote the construction of cultural industry as a pillar industry of the national economy.The 19 th CPC national congress put forward a new orientation of cultural development and raised China's cultural strategic cultural orientation to a new height.Under the background of globalization,the imbalance of cultural industry have worsened.The cultural industry in western China is facing unprecedented impacts and challenges.In this context,the in-depth study on the input-output efficiency of the cultural industry in the western region is to reflect the efficiency status of the cultural industry and explore the reasons for the efficiency differences.On the one hand,Measuring efficiency in the western cultural industry can better grasp the situation of cultural industry development in western China,comparing the efficiency of regional cultural industry level and variation tendency,analyzing the reason of the difference of efficiency.It systematically explores the influence factor system of cultural industry efficiency and provides theoretical support for the development of cultural industry in different regions.On the other hand,the industrial structure of the western region can be optimized to alleviate the imbalance of regional development in the western region,promoting the economic transformation and upgrading,thereby promoting economic development in the western region.Based on the analysis of the current situation of the cultural industry in western China,this paper finds that the scale of the cultural industry in western China is constantly expanding,and there are great differences among different regions.The government supports the development of the cultural industry in western China in terms of policies and finance.Taking 12 provinces in the western region as the research object,this paper systematically constructs the index system of cultural industry.Based on the efficiency theory,the three-stage DEA-windows model which is different from the traditional DEA analysis method was used to study the efficiency of cultural industry in 12 provinces in western China from 2013 to 2016.The three-stage DEA-windows was used to study the efficiency of cultural industry.The continuity of input-output in time dimension is considered,the influences of environmental factors and random factors are eliminated to ensure the objectivity of the results.By measuring the following conclusions: Firstly,The low efficiency value of the cultural industry in the western region indicates that the overall development level is low.Secondly,The sources of cultural industry inefficiency are different and sources of inefficiency vary widely.Comparing with the scale efficiency,the pure technical efficiency is closer to the frontier after eliminating the environmental random interference factors.Thirdly,the development of cultural industry in most provinces was relatively stable.Last but not the least,Environmental factors have a significant impact on the development of the cultural industry in western China.Per capita GDP market operating institutions have a positive impact.Puting forward to improve the efficiency as the core and in line with the western cultural industry system countermeasures and Suggestions.
