Research On The Influence Of Information Infrastructure Construction On The Efficiency Of Cultural Industry

Cultural industry is very important.Countries regard the prosperity of cultural as an important strategy,and provide a series of policy support.The Chinese government has also continuously strengthened its support for the cultural industry.However,the late start of Chinese cultural industry,the large capital gap and the low utilization rate of government financial funds will restrain the development of cultural industry.Therefore,we should pay attention to the impact of Chinese government expenditure on the efficiency of cultural industry,adjust fiscal and tax policies,promote the cultural industry.This paper study the impact of government expenditure on the efficiency of China’s cultural industry by using Tobit model,from 2013 to 2019.Firstly,DEA model is constructed to calculate the efficiency of cultural industry.The pure technical efficiency is low.The efficiency of cultural industry has spatial aggregation,which is manifested in the higher comprehensive efficiency of cultural industry in the East and central regions,and the lower efficiency of cultural industry in the West and northeast regions.By constructing tobit model and tobit Spatial Dubin Model,this paper found that government expenditure has an inhibitory effect on the cultural industry,and there is a spatial spillover effect between government expenditure and the efficiency of cultural industry.This means that the utilization efficiency of government funds is low,which has a negative impact on the efficiency of local cultural industry,and the redundant resources overflow positively to the surrounding areas,driving the development of cultural industry in the surrounding areas.Economic growth,external development,urbanization level,income and other factors are also related to it.Therefore,we need to optimize the current fiscal policy,reduce its negative impact on the efficiency of the cultural industry and improve the utilization rate of funds.At the same time,governments should cooperate,consider the impact of fiscal expenditure on the efficiency of cultural industries in surrounding provinces,strengthen communication and reduce waste.
