Research On The Efficiency Of Chinese Cultural Industry Based Con DEA Model

Since the reform and opening up,with the improvement of material living standards,people's spiritual pursuits have also higher goals.This is manifested both in the continuous improvement of the proportion of people's spending on entertainment and consumption and in the gradual industrialization of cultural products under the market economy.Our government is also closely following the times and constantly adjusting public policies in the field of culture.The report on the work of the two governments in 2017 emphasizes that at present China should make every effort to develop the cultural industry and put forward that it is imperative to strengthen the government's regulatory capacity in the process of nurturing.In the 13th Five-Year Development Plan,the strategic positioning of the cultural industry is to become the pillar industry of the national economy.However,we have also observed that the growth rate of the added value of the cultural industries in the past four years has dropped by nearly 50%in the context of the vigorous advocacy by the government,and some of these provinces still maintain their high growth rates,such as Fujian and Sichuan.While other provinces such as Hebei and Liaoning continued to decline,all this is worth pondering.The author believes that our country's cultural industry is not yet mature and will inevitably encounter challenges in practice.This will require us to sum up our experience,reflect on the role and value of our policies,conduct a more complete perspective on the cultural industry,find out the essence of the problems and make our future growth Clear the obstacles.Technical efficiency and total factor productivity are two important analytical tools in economic growth theory.It is reasonable to think that the study of the efficiency of cultural industries can help us to understand the current predicament of our cultural industry to a certain extent.Therefore,this article chooses the efficiency of cultural industries as the research object.The problem studied in this paper is the status of the cultural industry in our country and its historical changes.After considering the previous research results and data characteristics,the current situation of the author is based on the relevant data of 2015.In order to study the influencing factors,the author chose 6 related factors that represent the four aspects of economy,society,science and technology,and policy respectively Indicators;the selected interval to study the historical changes in the efficiency of cultural industries is 1998-2015.This study uses a three-stage DEA analysis,super-efficiency DEA model and DEA-Malmquist analysis.First of all,the three-phase BCC-DEA method can not only calculate and analyze the comprehensive technical efficiency,pure technical efficiency and scale efficiency of each decision unit,but also make the empirical results more accurate.The super-efficient DEA method can be used to analyze and compare front-end production areas that are relatively efficient decision-making unit.Finally,DEA-Malmquist analysis can provide a deeper insight into the historical changes in the efficiency of cultural industries in 31 provinces and cities in China,including historical trends in total factor productivity,technology,integrated technical efficiency,pure technical efficiency,and scale efficiency.This article hopes to achieve the following three purposes through research and argumentation.First of all,through the three-stage DEA analysis,the super efficiency DEA model and the DEA-Malmquist analysis method,the author analyzes and calculates the current situation of cultural industry efficiency and the historical changes of the TFP index in 31 provinces and cities in China.Second,trying to explain the essence of the problems in the development of China's cultural industries by trying to provide a powerful explanation of the empirical results in theory is to find out the mechanism of action and theoretical basis for each data analysis.Finally,specific and operational suggestions for policymakers on specific development issues in the field of culture.This article has three aspects of innovation.First,this paper uses the three-stage DEA analysis,the super-efficiency DEA model and the DEA-Malmquist analysis,which is the first time in the study of cultural industry efficiency.Second,based on the increasingly rich statistical data in recent years,this paper innovates the input-output index system in the research of cultural industry efficiency.Compared with the data indicators that the research status quo was not strong before,this paper takes the lead in using the indicators such as operating income of enterprises and institutions in the cultural industry.In terms of environmental variables,innovation uses the Internet penetration rate and the proportion of financial subsidies.Finally,on the aspect of policy suggestions,this paper puts forward my own opinions on the basis of combing the changes of China's cultural industry policies in detail and provides some reference to the policy practice in some regions and even foreign cultural industries.This makes the research more vivid and possesses more maneuverability.The conclusion of the text study is that the current situation of cultural industry in our country is low in overall efficiency and there are great differences among provinces and municipalities.After the adjustment,8 provinces and cities have reached the technical efficiency and efficiency status,of which 6 are located in the eastern region and the other two are located in the central and western regions.There are different problems in 23 provinces and municipalities that have not reached the technical and technical level,the Internet penetration rate has been raised and the direct subsidies of cultural institutions have dropped.This will obviously improve the industrial efficiency.In terms of historical fluctuations,the TFP changes in different regions of our country are convergent,and the TFP changes are mainly caused by changes in technology and economies of scale.The pure technical efficiency is relatively stable.In addition,the status quo of the cultural industry efficiency is not significantly related to its historical changes.The changes in the western regions with low industrial efficiency are not significantly different from those in the eastern region,but only with a larger change.Finally,according to the research results,this paper puts forward some suggestions such as optimizing the management system and level of enterprise management,giving appropriate policy support,paying attention to the balanced development between regions and establishing the evaluation system.
