Research On The Evaluation Of The Supply Efficiency Of Public Cultural Services In Western Provinces

As an irreplaceable part of public service,public cultural service is an important realization channel to meet the needs of civic culture,perform public service functions and protect civic cultural rights.In recent years,the construction of the modern public cultural service system has achieved outstanding results.However,there are still a series of problems in the supply of cultural products and services,such as low supply efficiency,imbalance between urban and rural areas and regional structures,especially in the western region.Due to restrictions on economic and social development conditions,insufficient investment in cultural undertakings,per capita cultural undertakings The fee is lower than the national average,which has become a weak point in the development of the entire public cultural undertaking.Therefore,how to improve the supply efficiency of public cultural services in the western provinces and cities,and make the government more effective to provide efficient services and quality products for the masses of the people is of great significance for building a modern public cultural service system and realizing the prosperity and development of culture.Through the research on the literature related to the supply efficiency of public cultural services,this paper uses scientific methods to construct an evaluation index system for the supply efficiency of public cultural services in the western provinces.Based on this,the DEA three-stage model,super-efficient DEA model and Malmquist model are used to measure the supply efficiency of public cultural services in the 12 provinces of western China.The specific steps are as follows: Firstly,the public cultural service supply in the western provinces and regions is calculated by using DEAP2.1 software.Comprehensive technical efficiency,scale efficiency,and pure technical efficiency.Secondly,determine the external environmental variables that affect the supply efficiency of public cultural services,and use the SFA model toestimate the impact of the environmental variables set in this paper on the input redundant variables calculated in the first stage.On this basis,the management factors,random noise and the influence of the external environment are removed,and the DEAP2.1 software is used to recalculate the supply efficiency of public cultural services in the western provinces to obtain real supply efficiency.Next,the super-efficiency DEA model was used to evaluate the super-efficiency value of the public cultural service supply in 2005-2016.Thirdly,using the Malmquist index model,the total factor productivity of the western provinces from 2005 to 2016 is calculated,and then the trend of the supply efficiency of public cultural services in the western provinces is analyzed.Finally,according to the supply efficiency evaluation system and the calculation results,it provides effective and effective countermeasures for the improvement of public efficiency in the western provinces.This paper hopes to promote the improvement of supply efficiency by measuring the supply efficiency of public cultural services in western provinces,and promote the overall development of public cultural undertakings in China,so that people can truly experience the public cultural services that satisfy them.
