Research On Optimization Of Public Cultural Service Supply In Rural Communities In Jilin Province Under The Background Of Rural Revitalization

The Rural Revitalization and Promotion Law of the People’s Republic of China,which came into effect in June 2021,emphasizes the need to strengthen the spiritual civilization construction in rural areas and improve the level of rural social civilization.As an important part of rural spiritual civilization construction,the supply effect of rural public cultural services is directly related to whether the growing spiritual and cultural needs of rural residents can be effectively met and the harmony and stability of rural social development.According to the actual situation of Jilin Province,Jilin Province promulgated the Strategic Plan for Rural Revitalization in Jilin Province(2018-2022),emphasizing the need to "enhance the supply of excellent rural cultural products and services,actively prosper the rural cultural market,and provide high-quality spiritual nutrition for farmers".Therefore,based on the background of rural revitalization policy,this paper focuses on the realistic demand of rural residents for public cultural services,and promotes the rectification of the supply practice of public cultural services in rural communities in Jilin Province from the perspective of combining supply and demand.It has certain theoretical and practical significance to optimize the supply of public cultural services in rural communities in Jilin Province by taking communities as an important hub for reshaping public cultural services in rural areas and embedding internal and external values.This paper takes rural communities as the carrier,takes the supply of public cultural services in rural communities as the research object,takes the theory of public governance,the theory of public products and the theory of new public services as the guidance,and comprehensively uses the research methods of literature research,questionnaire survey and interview to carry out research.First of all,combined with the research status of scholars at home and abroad,the main content of this paper is established,and the related concepts and theories of this paper are defined and expounded;Secondly,according to the relevant information,it summarizes and analyzes the current situation of the supply of public cultural services in rural communities in Jilin Province from the supply side.At the same time,based on Kano model,this paper takes four rural communities in our province selected as the first batch of demonstration units for the construction of rural happy communities in China as samples to identify the actual needs of rural community residents in Jilin Province for public cultural services from the demand side;Thirdly,combining the reality of the supply and demand of public cultural services in rural communities in Jilin Province,this paper summarizes the problems existing in the current supply of public cultural services in four aspects: infrastructure,supply mode,management system and financial input,and analyzes the reasons;Finally,it puts forward some targeted and operable countermeasures and suggestions from the aspects of optimizing the planning layout of rural community infrastructure construction,constructing the timeliness network of rural community cultural service supply,activating the endogenous power of rural community service management system,and promoting the overall construction of rural community cultural financial investment.
