Demand-oriented Research On The Precise Supply Of Public Cultural Services For The Elderly In Tianjin

Currently,China is the country with the largest number of elderly people in the world,with a relatively high degree of population aging.Among all the provinces and cities in the country,Tianjin’s population aging has always remained high.In the face of the increasingly severe reality of population aging,it is particularly important to properly solve the problem of elderly care.Elderly care services are not only physical,but also spiritual.The spiritual and cultural needs of the elderly need to be guaranteed.As a strategic project to enhance the country’s cultural soft power and ensure cultural and people’s livelihood,public cultural services should become an important way to protect the cultural rights of the elderly.Regarding the supply of public cultural services for the elderly,the Tianjin Municipal Government has issued relevant policy documents.In the "Regulations on the Guarantee and Promotion of Public Cultural Services of Tianjin",it is clearly stated that targeted,convenient and accessible public culture services should be provided for the elderly.Tianjin has organized a series of cultural activities,including cultural performances,chorus competitions,and calligraphy and painting competitions.The elderly are encouraged to participate in them,and public cultural facilities are open to the elderly for free or preferentially.However,at this stage,the precise supply of public cultural services for the elderly has not yet been realized.Therefore,it is necessary to investigate and analyze the supply of public cultural services from the perspective of the cultural needs of the elderly.In this context,this article combed and summarized the relevant literature on public cultural services,combined with the status quo of public cultural services in Tianjin,and designed a questionnaire for the public cultural needs of the elderly in Tianjin.Investigate from the aspects of demand feedback,cultural facilities,cultural activities,active participation and cultural information publicity to understand the demand and supply of public cultural services for the elderly.By sorting out the 934 valid questionnaires recovered,and using SPSS statistical software for correlation analysis and difference analysis,it is concluded that the current problems in the supply of public cultural services for the elderly in Tianjin include: the channels for expressing cultural needs are not smooth,inefficient use of public cultural facilities,and the public culture activities are not well-targeted,and inadequate publicity of cultural service information.In response to the problems derived from the questionnaire survey,corresponding optimization countermeasures are proposed:Firstly,reasonable expression and guidance of public cultural needs.While smoothing the channels for expression of needs,we should also encourage the elderly to actively express their cultural needs,and it is necessary to strengthen the guidance of the cultural needs of the elderly.Secondly,effective supply of public cultural services.Reasonably use public cultural facilities and carry out public cultural activities as needed,and also pay attention to the promotion of cultural information.Thirdly,diversification of the main body of public culture supply.Not only must the elderly participate in the main body,but also introduce social forces to actively participate in the supply of public cultural services.
