Research On The Accurate Supply Ofurban Public Cultural Service Facilities Under The Background Of Aging

The 20 th National Congress of the Communist Party of China proposed to promote the spirit of cultural confidence and self-improvement,and create new brilliance in socialist culture.The report elaborated in more detail on the future welfare and development of cultural undertakings and the cultural industry,and proposed to improve the construction of modern public cultural service systems and innovate the implementation of cultural welfare projects.Public cultural service facilities are the carriers of public cultural services,and the precise supply of public cultural service facilities is gradually becoming an important factor that directly affects the overall goal of urban public cultural services in China.As a comprehensive service platform for public cultural service terminals,cities undertake the important task of providing public cultural services to the people through streets,cultural departments,and other means,directly meeting the basic cultural service needs of the people.To improve the supply efficiency of grassroots public cultural services,it is necessary to attach great importance to resource allocation and the supply efficiency of urban public cultural service facilities.This study is based on the theory of public goods and social operating mechanisms.Using questionnaire survey,Analytic Hierarchy Process,and fuzzy comprehensive evaluation methods,the precise supply of urban public cultural service facilities in the context of aging is studied as follows: Firstly,drawing on the theory of social operating mechanisms,the precise supply mechanism of urban public cultural services in the context of aging is summarized into five mechanisms: driving mechanism,integration mechanism,incentive mechanism Control mechanisms and guarantee mechanisms,with a deep understanding of the operational modes of precise supply mechanisms.Sort out 5 dimensions and 20 evaluation indicators of residents’ demand,integrated supply,resource allocation,management control,and supervision and guarantee,and calculate the weights of 5 dimensions and 20 evaluation indicators using Analytic Hierarchy Process.Secondly,a representative city of C was selected for a questionnaire survey,effectively collecting 215 survey questionnaires.Thirdly,using the fuzzy comprehensive evaluation method to comprehensively evaluate 5dimensions and 20 indicators,a comprehensive score of 3.798 was calculated for the precise supply of public cultural service facilities in the context of aging population in C city,and the evaluation results were analyzed.Finally,based on the analysis results,strategies are proposed to improve the precise supply of urban public cultural service facilities from both the demand and supply levels.This study concludes that the comprehensive evaluation results of the precise supply of public cultural service facilities in the context of aging population in C City are between "average to relatively satisfactory",and there is significant room for improvement.In the context of aging,there are problems with the precise supply of urban public cultural service facilities,such as supply-demand imbalance,single supply subject,incomplete supervision and guarantee mechanism,insufficient facility allocation,and incomplete management system.Based on the evaluation results,this study proposes strategies to improve the precise supply of public cultural service facilities from the perspectives of demand and supply,including promoting the expression and feedback of the demand of the elderly population,multi-level supervision and guarantee,improving the sustainable participation of multiple entities,improving resource allocation,and improving management systems.These strategies have certain reference significance for improving the precise supply of urban public cultural service facilities in the context of aging population.
