Research On The Present Situation And Promotion Countermeasures Of Public Cultural Service Supply Capacity Of Local Government

The ability of the supply of public cultural services of local government is the local government leading,social forces to participate in the provision of public cultural facilities,cultural products,cultural activities and other related cultural services to the society and the people,to meet the total ability basic cultural needs of the masses of the people.Improving the supply capacity of local government’s public cultural service is the key to improve the quality and efficiency of public cultural service supply.At present,the supply capacity of public cultural services in local government is insufficient,which restricts the realization of the equalization and standardization of public cultural services.The party’s eighteen years,the party and the country attaches great importance to the construction of public culture,will raise the level of public cultural services,the construction of modern public cultural service system,to enhance national cultural soft power as the important goal of building a moderately prosperous society.To achieve this goal,depends on the local government to implement the party and the national laws and regulations on the construction of public cultural service policies,laws,change ideas,reform mechanism,improve public cultural service supply capacity.Therefore,in this background and policy background,as a public service,public cultural service theory,a systematic research on the ability of the supply of public cultural services of local government,has certain theoretical and practical significance.The research framework of this thesis can be divided into four parts in general.The first part is the introduction.Introduce the background and significance of the research,review the relevant research results at home and abroad,introduce the research ideas and content,research methods and innovations;the second part,theoretical analysis.Combining the theory of public service,the supply of public cultural services,government ability,ability to define the concept of the supply of public cultural services of the local government,the ability of the supply of public cultural services interpretation of local government,and analyzes the significance of local governments to enhance the ability of public cultural services.The third part is about the achievements,shortcomings and causes of the supply capacity of local government’s public cultural services.The achievements are summarized from four aspects: the ability to hold cultural facilities,the ability to provide cultural products,the ability to conduct cultural activities,and the ability to provide financial services for public cultural services.This paper summarizes the existing problems from four aspects: operation management,cultural facilities,organizing high quality cultural activities,mobilizing social forces to participate,and balancing supply and demand.And from the ideological understanding,public cultural services,public attributes,public participation channels,performance evaluation system vacancy four aspects analysis of the reasons for the existence of deficiencies;the fourth part of the promotion of countermeasures.This paper puts forward some countermeasures from six aspects: constructing multi public cultural service supply mode,providing public cultural facilities construction and operation,supplying content of public cultural service,supplying system,supplying mechanism and supplying technology.
