Study On The Supply Of Public Cultural Service In Zhenjiang

With the continuous progress of the supply-side reform,the supply system of public cultural services in China has been gradually optimized,relevant research has been deepened,and relevant theories have become more sound.Although the research on public cultural service started late in China,it also has its own experience in the establishment and management of public cultural service system.How to find suitable for China’s development of public cultural services,improve the satisfaction of the residents,is an important requirement for China’s construction of harmonious society.Under the new situation,with the enrichment of national public cultural service system construction and improvement of Zhenjiang in 2018 officially launched the national demonstration area of public cultural service system to create work,on the basis of the original service system,control system of public cultural services demonstration zone national standards,with existing national and demonstration area,in combination with local characteristics and social livelihood of the people in Zhenjiang.After a period of exploration and practice,The supply of public cultural services in Zhenjiang has been developing continuously in the aspects of supply structure,content and efficiency,and has made some achievements,has made some achievements,but in the process of development also encountered difficulties and bottlenecks,to some extent,limits the supply of public cultural services to realize high quality development of Zhenjiang city.Therefore,it is of great significance for the cultural development of Zhenjiang city to study the public cultural living standard,find out the existing problems and put forward reasonable Suggestions.This paper chooses the supply of public cultural services in Zhenjiang as the research object.It analyses the present situation of the supply of public cultural services in Zhenjiang from three aspects:the general situation of the supply of public cultural services in Zhenjiang urban area,the general situation of the supply of public cultural services in county-level cities under the jurisdiction of Zhenjiang,and the supply form of public cultural services in the whole city,find out the problems existing in the current development environment of Zhenjiang city,and explore the reasonable government governance model of public cultural services.The main problems existing in the supply of public cultural services in Zhenjiang city are as follows:the local government does not pay enough attention to the supply of public cultural services,so it cannot obtain sufficient public resources by relying on finance and achieve effective supply;The talent supply base of public cultural services is weak,which leads to the insufficient capacity of local governments in public cultural services;The lack of policy support for the supply of public cultural services leads to the lack of in-depth research and corresponding investment in the overall planning layout;The supply and demand expression mechanism of public cultural services is not perfect,which leads to the realization of people’s cultural rights and the satisfaction of cultural needs cannot be guaranteed.This paper makes a full study of the successful cases of public cultural service supply at home and abroad,studies its development rules,draws lessons from its advanced experience.Through the study of the supply of public cultural services at home and abroad and the experience of optimization,there are reasonable suggestions for the supply system of public cultural services in Zhenjiang city,especially the supply structure,supply model and other methods need to be updated.By doing so,the quality and level of public cultural service supply in Zhenjiang city can be greatly improved,and the public cultural service level of Zhenjiang city can be practically improved to build a more harmonious and beautiful social environment.The following countermeasures are proposed for the problems in the supply of public cultural services in Zhenjiang city.The first is to expand the supply of public cultural services in multiple ways,the government should play a leading role,the use of the market to achieve a reasonable allocation of resources;Secondly,we should give full play to citizens’ subjective consciousness,unblocked feedback channels,constantly guide participation in public cultural construction,and enhance the overall degree of social participation and contribution;Finally,we should improve the policy support mechanism,build the demand expression service mechanism and performance evaluation mechanism,and add the expenditure and output of public cultural services into the whole process of performance management,so as to improve the level of public cultural services.The supply of public cultural services is the carrier of people’s cultural rights and interests.To build a more consummate the system of public cultural services,can strengthen the city’s cultural soft power and the city’s comprehensive competitiveness.Therefore,taking the supply of public cultural services in Zhenjiang as the research object and proceeding from the problems,this paper puts forward some countermeasures and suggestions which are conducive to the high-quality development of social public culture,which has certain academic value and practical significance.
