At the moment,China’s economy has entered a period of new normal.During this period,the material life of the broad masses of the people has become increasingly abundant,and their spiritual and cultural needs have also increased.The development of public cultural undertakings is related to the quality of life of the masses,and is more prosperous and enriching the spiritual and cultural homes of the masses.As the leader of the construction of the public cultural service system,the Chinese government has been committed to promoting the high-quality development of public cultural services in recent years.However,due to differences in the level of economic development between regions,there are obvious differences in their efficiency levels.Therefore,a reasonable and objective evaluation of my country’s basic public cultural service expenditure efficiency and effective identification of regional differences can not only promote the structural reform of the public cultural service supply side,but also better achieve the strategic goal of improving economic quality and efficiency under the background of the new normal.The core chapters of the article mainly include three parts.The first part uses the three-stage DEA method to statically evaluate the efficiency of my basic public cultural service expenditure.Firstly,the traditional BCC model is used to calculate the initial efficiency.Secondly,adjusting input and output data via SFA regression model when eliminating the influence of environment.The adjusted input and the original output data are substituted into the BCC model again,and get morereal expenditure efficiency ultiamtely.In the second part,based on the adjusted input and output,we use the DEA-Malmquist index model to dynamically evaluate the total factor productivity and decomposition efficiency of my country’s basic public cultural service expenditure,and carry out the time evolution efficiency analysis and the individual efficiency analysis And regional efficiency analysis.In the third part,the total factor productivity in the DEA-Malmquist index is used as the measurement index,and the difference in total factor productivity of basic public cultural service expenditures in different regions and within the region is compared using the Theil index method.The conclusion of the article is as follows:(1)From the perspective of static efficiency analysis,after excluding environmental variables and external factors,most of the expenditure efficiency of basic pubilc cultural services are inproved,and environmental factors have a significant impact on the expenditure efficiency of basic public cultural services.(2)From the perspective of dynamic efficiency analysis,the total factor productivity of my country’s public cultural services showed a downward trend during the study period,with an average annual decline of 0.6%.The main reason for the decline was the common obstacles of the rate of technological progress and technical efficiency.(3)In terms of different regions,the total factor productivity of public cultural service expenditure in the eastern region is the highest,followed by the western region,and the northeastern region is higher than the central region.The central region ranks last in terms of total factor productivity and its decomposition efficiency,and there is a phenomenon of "central depression" in the development of basic public cultural services in my country.(4)The regional Theil index and the inter-regional Theil index are significantly different.The regional Theil index maintains a greater impact on the overall Theil index,which is the main reason for the uneven development of regional public cultural services.Among them,the eastern and western regions The internal gap is more prominent,and the gap between the central and northeastern regions is relatively small.To this end,governments at all levels should formulate basic public cultural service policies based on local conditions and individual conditions,continue to promote the innovation of basic public cultural service content,and create a new model of coordinated development within and between regions.
