A Study On Public Cultural Expenditure Of Guangxi Rural Finance

Driven by the comprehensive implementation of the rural revitalization strategy,China has made greater efforts to build rural culture,with higher standards and more realistic contents.The construction of public cultural service system in rural areas reflects economic and social development in rural areas and also the coordinated development between urban and rural areas in a country or a region.It is an important part of China’s"agriculture,rural areas and farmers" work in the new era.Acceleration on the construction of public cultural service system in rural areas is conducive to promoting a stable,sustained and healthy development of the national economy,which is the basic requirement for promoting the construction of new countryside with high quality and realizing the strategic goal of rural revitalization.Up to now,Guangxi has basically built a modern public cultural service system both in urban and rural areas,with convenient services,adequate guarantees,strong overall planning and flexible vitality.In the process of building this system,rural public cultural finance and expenditure mode play an important guiding role.Guangxi has successfully explored and formed a "Laibin Mode".However,there are few specific researches and the applications of the research findings are insufficient,which puts on limitation on guiding the further development of rural public culture in Guangxi.With a basic analysis on the reality of Guangxi,this paper explores the problems in rural public cultural expenditure in Guangxi,analyzes the causes of the problems,and accordingly puts forward some suggestions to solve the problems.Through literature review and theoretical research on public cultural finance expenditure at home and abroad,this paper analyzes the problems and causes in public cultural finance and expenditure operation system in rural areas in Guangxi,and raise suggestions on constructing a better rural public cultural finance system and expenditure mode with enlightenments from relevant experiences of different countries and regions.This study shows that there are some problems in Guangxi’s rural public cultural expenditure,such as insufficient funding,unreasonable expenditure composition,low efficiency of capital use,unbalance between expenditure and demand,etc.It is essential for Guangxi to optimize rural cultural expenditure system from four aspects,namely,strengthening rural cultural expenditure,optimizing expenditure composition,improving expenditure efficiency and formulating expenditure needs,so as to accelerate the overall development of rural public cultural undertakings in Guangxi.
