From 2009 to 2021,the comprehensive reform of public hospitals has lasted for12 years,and the state is constantly pilot and revising the new medical reform policy.Especially since the outbreak of COVID-19,the government has issued a policy of "zero burden" on patients and several times the salary of medical personnel,which also highlights the main direction of China's new medical reform in recent years: First,to break the profit-seeking mechanism of public hospitals,and the other is to establish a salary system for public hospitals oriented by the value of labor services.Therefore,how public hospitals can adapt to the performance management objectives under the new medical reform and what improvements can be made in the process of implementing the new performance management system is worth discussing,and how to improve the It is of great significance to improve the performance management system of public hospitals and further implement the new medical reform policy.This paper is under the background of the national performance reform of tertiary public hospitals,combined with the actual cases of A public hospitals,analyzes the application effect of RBRVS performance management system of A public hospitals,and makes relevant suggestions on how to further improve it from the analysis results.This paper introduces the overview of the performance management system of A public hospitals and the process of the new medical reform,analyzes the differences in its assessment scheme before and after the performance system reform,and analyzes the practical application effect of the RBRVS performance management system of A public hospitals from the perspectives of fairness,efficiency and satisfaction.From the perspective of fairness analysis,the analysis of personnel classification,post performance,secondary distribution,and found that the reform performance management system has significantly improved in fairness,and the staff salary gradually tends to clinical,nursing and other medical personnel.From the perspective of efficiency,combining with the entropy method and the performance assessment index of Anhui tertiary public hospitals,the Medical quality,operation performance and sustainable development and other dimensions began,and found that before the reform of the performance management system,the relevant indicators improved slowly,but since 2016-2019,the overall strength of the hospital has increased by slope and achieved remarkable results.From the perspective of satisfaction,the analysis was conducted from the patient level and the medical personnel level respectively.Combined with the collected hospital internal personnel performance management reform questionnaire survey,we found that most workers thought that the reform was necessary.In addition,compared with the improvement of patient satisfaction,medical personnel do not have a high understanding and satisfaction with the reform,among which there is a significant difference between young medical personnel and middle-aged personnel.Article last,combined with the RB The problems found in the application of RVS system give corresponding optimization suggestions from the perspectives of fairness,efficiency and satisfaction.Through case analysis,this paper found that after the implementation of the new performance management system,the overall fairness and efficiency of A public hospitals have been significantly improved,but in terms of satisfaction,the overall satisfaction of medical personnel is low due to the lack of understanding of the performance management system.The suggestions proposed in this paper are conducive to fully mobilizing the work enthusiasm of the medical staff in A public hospitals,enhancing the real labor value of their medical staff,and enhancing the competitiveness of A public hospitals in the same type of medical units.Meanwhile,other public hospitals can implement the RBRVS performance management system of A public hospitals To adjust its own performance management system,this case can also provide a reference role for the improvement of the current performance management theory of public hospitals in China,thus improving the overall quality of medical service and level of public hospitals in China.
