Study On Performance Evaluation Of Community Health Services In Zhangjiagang

In recent years,with the in-depth advancement of the new medical reform policy,community health service has become an important breakthrough in the reform of the medical and health system.The state and governments at all levels have continuously increased their investment in community health service institutions,and remarkable results have been achieved in the reform of community-level medical care.The accessibility of community residents to medical treatment and the capacities of community health services have been significantly improved.As the third among the top 100 counties in China,Zhangjiagang has strong economic development and relatively high per capita disposable income.However,because of the late start,the development of community health service obviously lagged behind the speed of economic development.To a great extent,the community health service level cannot meet the residents’ growing demand of medical and health services.Based on this,a set of scientific and reasonable performance evaluation system of Zhangjiagang community health service institutions should be established to ensure the public welfare of community medical and health institutions,and at the same time to mobilize their enthusiasm.Accordingly,the service capabilities could be improved rapidly,and the current situation could be reversed.The construction of community health systems could be further promoted to meet the health needs of community residents.In this paper,based on the worldwide research about the community health service and related performance evaluation,community health service institutions and performance evaluation were defined at the first place.According to the principal-agent theory,the current performance evaluation of community health service institutions in Zhangjiagang was analyzed using the literature method,interview method and questionnaire survey.Existing problems in the implementation of performance evaluation were found.Thus,a set of performance evaluation system of community health service institutions was designed considering four dimensions: organization management,public health services,basic medical and health service and customer satisfaction.Through the method of expert consultation,preliminary selection of 19 second-class indices and 47 third-class indices were used to establish the new performance evaluation system which well matched the facts in community health service institutions of Zhangjiagang.The new performance evaluation system helps improving the service efficiency and the functionality of those institutions,to meet the health service needs of residents.Finally,suggestions were put forward to improve the performance evaluation system of community health service institutions in Zhangjiagang from five aspects: attaching importance to performance evaluation,improving relevant systems of performance evaluation,establishing a valid index system to evaluate performance,strengthening information construction,and reasonably applying performance evaluation results.
