Study On Performance Assessment Indicator System Of Urumqi Community Health Service Centers

Objective:Combined qualitative with quantitative research methods,a performance evaluation system for community health service centers in Urumqi was stablished to further promote scientific and normative construction for the community health service institutions. Furthermore,to find out some problems in the community public service project development and some basis that further to resolve these problems through these system practice in Urumqi.Methods:Historical documents,focus group discussion and Delphi methods were adopted to construct framework of the Performance evaluation system. Delphi methods, importantive choose and Pecking Order method were used to calculate the weight of the indicators. Field appraising,questionnaire survey and statistical analysis were employed to testify reliability,validity,and practical ability of the performance evaluation system.From thirty-nine indexes based on elementary choice,simulated evaluation will be taken in part of community health service centers of Urumqi city and the results will be compared with that of Urumqi Health Bureau to verify their consistency and practical.Results:The draft of indicator system was constructed initially by the method of focus group discussion.The performance assessment indicator system of commnunity health service centers in Urumqi was formed after twice expert consultations.Good reliability and validity has been proved by experts after 2 round experts consultation,index of Cronbach'αof the two round reached 0.421,0.862 respectively.Consistency of the experts was also high,the index of Kendall's w coefficient of concordance of the two round reached 0.271,0.655 respectively. Final weight was fixed accurately on the basis of both importantive choose and Pecking Order Method.Based on the results of synthetical grading analysis,we evaluated six community health service centers in Urumqi by using the indicator system developed above. The evaluated community health service center's results had significant positive correlation with that of Urumqi Health Bureau (r=0.73,P=0.003).The two results share a high consistency rate (86%).Thus,it can be used in practice.Conclusions:This system was adopted by health bureau of Urumqi.Modification of System will be made with development of community health service in Urumqi.According to the appraisal results of the 6 community health service centers in Urumqi,the community public health service function 6 carried out well.
