Research On The Establishment Of An Evaluation Index System For The Introduction Of Rehabilitation Treatment Technology By Community Health Service Institutions

Objective:With the continuous improvement of medical level,rehabilitation medicine has also presented a rapid trend of development,a number of new treatment techniques have emerged,some hospitals blindly introduced,inevitably brought about a rise in medical costs,waste of limited health resources,The hidden danger of medical safety is prominent and the social ethics and morality are not suitable for each other.The purpose of this study is to establish an evaluation index system to explore whether a community health service institution is suitable for introducing a rehabilitation treatment technique before considering the introduction of a rehabilitation treatment technique.In order to provide a reference basis and tools for community health service institutions to introduce rehabilitation treatment technology scientifically and rationally.Methods:Firstly collect,screen and sort out the factors and indicators affecting technology introduction through the literature research method,and combine the on-site interviews and expert meeting methods to understand the development status of the rehabilitation medical department of community health service institutions,and determine the preliminary framework of the evaluation index system.Indicator alternative library.(2)Delphi method was used to evaluate the preliminary indexes.Through the collection of two rounds of expert consultation questionnaire,the questionnaire data was analyzed and sorted out,and the technical introduction evaluation index was calculated to be included in the exclusion standard threshold value,and the index was modified in combination with the expert opinion.The evaluation index system of technology introduction was constructed.(3)The analytic hierarchy process is used to determine the weight of each indicator in the established technology introduction indicator system.Firstly,the judgment matrix is constructed for the hierarchical indicator system,and then the data collected by the questionnaire is collected and tested by yaahp12.1 software,and then the weights of each index in the index system are calculated.Results:(1)through field interview,the foundation of community rehabilitation therapy was weak and the effective rate of rehabilitation treatment was low,so it is necessary to introduce rehabilitation treatment technology scientifically and reasonably.(2)In the first round,a total of 15 experts from related fields participated in the consultation.In the second round,a total of 12 experts participated in the study.The recovery rates of the two rounds of Delphi expert consultation were 100%and 80%respectively.And the expert authority coefficient is 0.801.At the same time,it can be seen that the P values of the overall coordination coefficient of the indicators of the two rounds of expert consultation are all<0.05.(3)After issuing and retrieving two rounds of expert consultation questionnaires,according to the criteria for screening indicators,combined with expert opinions,after two rounds of expert consultation questionnaires were issued,based on the calculated screening criteria,combined with expert opinions,the technology introduction evaluation index system was determined.Among them,the first grade indexes are the maturity of technology,the matching of demand,the improvement of service quality,the feasibility of introducing technology resources,the economy of imported technology,12 basic indicators for the secondary indicators,the safety,effectiveness and stability of secondary indexes,Substitution,etc.(4)through analytic hierarchy process,the weight of each level index was calculated.The ranking of the first-level indicators is:technology maturity 0.3366>demand matching 0.2557>Service quality improvement 0.1887>Resource Feasibility 0.1330 of imported Technology>economy of imported Technology 0.0859.Conclusion:In this study,five first-level indicators are constructed,which include maturity of technology,matching of demand,improvement of service quality,feasibility of introducing technology resources,and economy of imported technology.The evaluation index system for the introduction of rehabilitation treatment technology in community health service institutions composed of 17 secondary indicators.The application of technology introduction assessment in medical field has a long way to go.In the follow-up development,it is suggested to avoid blindly introducing technology because of pursuing economic benefits,encourage grass-roots hospitals to carry out health technology assessment,and promote the popularization of evaluation index system,etc.
