The Study On Influencing Factors Of Fund Balance For New Rural Cooperative Medical System In Lintong District

Since the establishment of the new rural cooperative medical care system in 2003 and the establishment of the pilot basic medical insurance for urban residents in 2007,China has gradually established and improved a complete set of medical insurance systems for non-employed urban and rural residents by 2016,when the State Council issued the integration of the basic medical insurance system for urban and rural residents.Since the establishment of the new rural cooperative medical care system in Lintong District of Xi’an City in 2006,great achievements have been made in ensuring the medical insurance demand of agricultural population in Lintong District.However,with the increasing demand of rural population for medical treatment,the aging structure of participating population and the increasing number of patients with chronic diseases,in 2018,Lintong District has seen the negative balance of income and expenditure of the fund in that year,and the income cannot cover the expenditure.However,in 2019,the end year of the new rural cooperative medical care system of the city,a large area of funds were severely overdrawn,which seriously affected the operation of the new rural cooperative medical care system,and brought forward the fund pressure for xi ’an to integrate the basic medical insurance for urban and rural residents in 2020.Therefore,through the analysis and arrangement of the balance of income and expenditure of the new rural cooperative medical care fund in Lintong District,this paper studies the factors affecting the balance of income and expenditure of the fund,analyzes the institutional defects,regulatory absence and policy absence behind the balance of income and expenditure,aiming at exploring the realization path of maintaining the balance of income and expenditure of the fund and sustainable system.First of all,in this paper,the new type of rural cooperative medical care system and integration of urban and rural residents basic medical insurance system has carried on the summary,and established the new rural cooperative medical fund more than the overall balance of payments situation of 2015-2019 has carried on the related elaboration,then puts forward the established during the running period of the new rural cooperative medical care system,fund balance of payments imbalances.Secondly,on the basis of combing the related data,sort out may affect the fund balance of 14 relevant variables,and using the correlation analysis and principal component analysis method of statistical analysis from the perspective of macro empirically,calculate the related variables to the influence degree of the fund balance of payments,at the same time through the probability factors of extraction,identification effects have established the new rural cooperative medical fund balance of the key influence factors.Overall level,in the end,the medical insurance fund-raising mechanism design,medical resource allocation situation,accounting for an ageing population trends,fund supervision and other problems that may occur after integration makes a deep thinking,and draw lessons from the domestic and foreign urban and rural residents basic medical insurance fund system design,supervision and management and the advanced experience of the related policy,established about how to improve the new rural cooperative medical fund payments imbalances problem put forward the concrete countermeasures,so as to integrate the urban and rural residents basic medical insurance fund run smoothly put forward effective advice.
