The performance management reform of public general hospitals in Chongqing has come to an end,and the reformed performance evaluation system also meets the requirements of modern hospital management.However,the performance evaluation system of mental health centers in Chongqing has not kept pace with the pace of reform and cannot establish a scientific and effective performance evaluation system.The main reason is that mental health centers generally have two positioning,one is a psychiatric hospital,and the other is the public administration of mental health.In the process of reform,the positioning has been unclear.Meanwhile,as an excellent tool for performance evaluation,the introduction and application of balanced scorecard in public hospitals have a relatively short time for performance evaluation,which needs to be further improved.The implementation of balanced scorecard in the performance evaluation of mental health center is extremely rare in China,which requires deeper academic research and practical application in this field.The current performance of mental health centers fails to motivate medical staff and promote the discipline construction of the center.It is necessary to change the past evaluation method of performance-related salary distribution,improve the service capability and operation efficiency of mental health services,and promote the establishment of a scientific and systematic performance evaluation system for the mental health center.Based on the case study of A mental health center,this paper establishes the performance evaluation index system of A mental center by using the balanced score card,and analyzes the performance evaluation system based on the balanced score card from the actual situation of A mental center.The A mental health center has two roles.On the one hand,it is a specialized hospital for mental health;on the other hand,it is the administrative organ of mental health in Chongqing,which undertakes the mission of promoting the development of mental health.Therefore,in the establishment of the performance evaluation system,on the one hand,the performance of the role of the hospital should be evaluated,but also the performance of the public institutions should be evaluated.Via reading materials and literature search,the current situation of hospital performance evaluation at home and abroad is understood,the application principle of BSC sinks in,and the effect of using BSC in hospitals is summarized.After those,the basic concepts of BSC and performance appraisal could be understood,and the financial dimension,internal process dimension,customer dimension,and learning and growth dimension are been clearly defined.This paper compares the differences between general public hospitals and psychiatric hospitals in terms of nature,income structure and focus of daily affairs,and analyzes the similarities and differences in the selection of performance evaluation indicators.Improving the information system should been combined with the hospital job description,clearly divided duties and responsibilities.Delphi method is used to select performance evaluation indicators,and establish an indicator system,which influence each other.The analytic hierarchy process(AHP)was used to convert the complex index accounting into simple quantitative calculation,and the weight coefficient of each dimension index was set.Finally,the experience and lessons of the performance evaluation system developed by A center are analyzed and summarized.The establishment of the performance appraisal system should focus on the strategic objectives.A perfect information system is required with the participation of all staff in the center,timely feedback,communication and correction,and the consistency between the performance appraisal indicators and the strategic objectives,which is also the original intention of A mental center to select the balanced scorecard.
