With the in-depth development of medical health reform in our country,for the masses to provide a safe,effective,cheap and convenient medical service become the government,the society demands to hospital and goals,and adopt the advanced examination system is to improve hospital performance management level,reduce hospital operating costs and improve the effect of medical service effective way.Advanced performance evaluation system on the one hand,is beneficial to strengthen its internal management,reduce operating costs,create a good hospital culture and medical atmosphere,building a harmonious doctor-patient relationship;Through performance appraisal,on the other hand,optimize the structure of the worker income,stimulate staff's work enthusiasm,improving the quality of medical services,thus achieve to society and patient satisfaction of high quality medical service level.As the research object,this paper seeks the kang hospital will be based on the theory of balanced scorecard performance evaluation system is applied in the hospital,from the strategic goal of realization of hospital,standing in the point of view of comprehensive,in combination with the practical situation of seeks the kang hospital,through the questionnaire survey summarizes the current problem of performance appraisal system,further analyses the causes of the institutional defects.Secondly,this paper summarizes the existing literature and data establishment index database.To learn how to implement performance management measures in other hospitals and to expand the performance indicator library.Based on the strategy and balanced scorecard approach,the four dimensions of the strategy target are selected.Again,invite experts to consult,and combine the selection performance evaluation index.Also invited has rich experience in the management of the medical staff,through the study of hospital management in the perspective of a line of work matters that should pay attention to the selection of performance evaluation index combined with the survey method.Then,by applying analytic hierarchy process and expert consultation method,the weights of performance assessment indexes were set up,and the construction of performance appraisal system was completed.Finally,the application method and guarantee method are set up for the performance appraisal system to ensure the smooth operation of the system.This paper has a reference to the design of hospital performance appraisal system with the same background.This paper reconstructs the performance management system of Qinkang Hospital by introducing the balanced scorecard and forming a scientific and comprehensive performance management system.As a human resources management tool,the balanced scorecard combines social and economic benefits,balances internal and external evaluation,matches expenditure and income,and adapts development goals to the current situation.It effectively promotes the realization of hospital strategic goals and promotes the innovation of hospital management and the improvement of medical level.At present,under the circumstance that the state carries on the medical and health system reform vigorously,the author hopes that the research done in this article will have some reference significance for constructing the performance appraisal system,deepening the internal reform of the hospital and improving the core competence of the hospital.
