In recent years,the reform of my country’s medical and health system has continued to advance.The current performance evaluation system of some public medical institutions is no longer in line with the current medical reform.As a special institution,public hospitals need to consider their own particularities and establish a scientific performance evaluation system to be effective.The local government mobilizes the enthusiasm and initiative of medical staff,improves the operating efficiency of the hospital,and conforms to the development trend of public hospitals under the background of medical reform.Nowadays,most public hospitals in cities have achieved initial results in the performance reform of public hospitals.However,the performance reform of county-level public hospitals may be limited by their own conditions,and the process is still in its infancy.Some public hospitals even have no performance evaluation plan.This is to a certain extent.This has affected the development of the hospital.Therefore,establishing and improving the performance evaluation system of county-level public hospitals,improving the internal management of the hospital through performance evaluation,and further achieving the strategic goals of the hospital are of great significance to the development of public hospitals.As a modern scientific performance management tool,the balanced scorecard can effectively evaluate the performance of the organization.The balanced scorecard is combined with strategic goals to be refined into four dimensions,and scientific indicators are selected as the basis for the assessment.It not only focuses on financial indicators,but also covers all aspects of internal management,measuring the organization and management of the hospital from all levels,so as to find problems in operation and take timely measures.This paper takes N hospital of the county-level second-level public hospital as an example.Through reading and researching relevant domestic and foreign literature,combining the results of expert questionnaires,and considering the actual situation of N hospital,a set of N hospital performance evaluation system based on balanced scorecard is proposed.The evaluation system comprehensively considers the four aspects of financial dimensions,learning and growth,internal processes,and patient dimensions,combined with expert questionnaire survey results and related documents to determine indicators at each level,and uses the analytic hierarchy process to calculate their weights,formulate evaluation standards and propose guarantees.Finally,combined with the data of N Hospital in recent years,try to apply the system and analyze it to find out the problems in the management of N Hospital.When investigating the target N hospital,this paper adopts the questionnaire survey method,the case investigation method,the literature research method,the analytic hierarchy process and other methods.Establish an assessment system for research.First of all,this article analyzes the research background and research significance,and analyzes related concepts and basic theories after synthesizing the literature of domestic and foreign experts and scholars.Secondly,combined with the general situation of the hospital’s operation and the status quo of performance evaluation,it demonstrates the necessity of N Hospital for introducing the balanced score card as a performance evaluation model.Then through the analysis of the strategic objectives,combined with the SWOT analysis method,the current strategic map is drawn,and the corresponding performance evaluation indicators are scientifically selected through literature research and questionnaire surveys,and the performance evaluation indicator system is established.Apply the analytic hierarchy process(AHP)to analyze and calculate the index weights of the four dimensions respectively;obtain the corresponding weights of each index,determine the evaluation standards,propose evaluation guarantees,and build a complete performance evaluation system.Finally,combined with the actual situation of N Hospital,apply the performance evaluation system,put forward suggestions for improvement,and draw the research conclusions and limitations of this article. |
