Research On Government Responsibility Of Commercial Insurance Participation In Rural Residents Social Medical Insurance System

The New Rural Cooperative Medical System(NRCMS),a rural medical mutual aid system based on the pooling of serious diseases,will be changed into social medical insurance for rural residents after 2016.It clarifies the responsibility of individuals,collectives and governments to raise funds.It is organized,guided and supported by the government,and farmers participate voluntarily.It is a kind of rural medical system with the characteristics of social insurance,which is of great significance for alleviating the problem of farmers’ medical treatment,narrowing the gap between urban and rural areas,and promoting social fairness and harmony.The rural residents social medical system in Xi ’an city after nearly 15 years of pilot operation,although some achievements have been made,but there are many problems.In order to meet the farmers’ increasing demand for medical security and improve the quality of medical service,we are trying to integrate commercial insurance into the rural residents’ social medical system.As the designer and manager of the rural residents’ social medical system,the government plays a leading role in the participation of commercial insurance in the rural residents’ social medical system,and plays an important role in system design,policy support,financing and supervision.Because the government in the commercial insurance participation of rural residents absence of responsibility in the implementation of the system of social medical problems,therefore,it is necessary to study the causes of these problems,and think about how to perfect the commercial insurance participate in the new rural cooperative medical care system in the implementation of the responsibility of the government,so as to promote the healthy development of xi "an new type of rural cooperative medical care,to make it better service in rural residents.This paper USES the new public service theory,public choice theory,and the theory of public product theory,to xi ’an as the research object,using literature analysis,case analysis,combining quantitative and qualitative analysis method and the interview form,such as the business insurance participation the farmers new rural residents and the present situation of the medical system and the implementation,And take part in the rural residents in the commercial insurance of social medical treatment system of government responsibility idea and practice,on the basis of analysis of the xi ’an government in commercial insurance in rural residents social medical system performance and reasons of lack of responsibility,at the same time,based on the experience of foreign governments in the fulfillment of the responsibilities,and advances some countermeasures for strengthening the government responsibility to implement,The aim is to strengthen the responsibility of Xi ’an municipal government in system design,increase the support for insurance companies and strengthen the service supervision function of medical institutions and insurance companies,so that the operation and management experience and technical level of commercial insurance can play a more role in the social medical system of rural residents.
