The Research On The Degree Of Satisfaction And Influencing Factors About Wencheng’s Urban And Rural Residents Medical Insurance Scheme

China has long been a big agricultural country.Although the urbanization process has been accelerating in recent years,the differences between urban and rural structures are still significant,and this dual urban-rural structure is not only manifested at the economic level,the differences in health care and medical insurance systems are also significant.Unbalanced allocation of medical and health resources.Under the strategic guidance of the country’s continuous increase in rural revitalization and the promotion of urbanization,narrowing or even eliminating the gap between urban and rural areas,and coordinating the integration of urban and rural medical insurance systems are important issues of overall concern.The State Council’s "Notice on Opinions Concerning the Integration of the Basic Medical Insurance System for Urban and Rural Residents" specifies the basic guidelines for the reform of the urban medical insurance system,that is,full coverage,basic insurance,sustainable,and multi-level,and proposes to further promote urban residents’ medical insurance and the new rural cooperative System integration to achieve an integrated urban and rural residents’ medical insurance system covering the whole country.According to the statistics in 2019,the nationwide urban-rural residents’ unified insurance system planning and deployment and system integration have basically been achieved.The integration of urban and rural medical insurance has positive social significance,achieving fair distribution of medical resources and narrowing the gap between urban and rural areas,in line with national strategic development ideas.The "Wenzhou City Urban and Rural Residents Basic Medical Security Measures" was reviewed and approved at the 12 th executive meeting of the Municipal People’s Government and has been implemented since November 1,2012.The "Wencheng County Urban and Rural Residents Basic Medical Security Measures"(hereinafter referred to as the "Measures")(Wenzhengbanfa [2012] No.321)has also been implemented accordingly.Since the implementation of the "Measures",Wencheng County Human Resources and Social Security Bureau has strict requirements,perseverance,continuous efforts on the road of urban and rural medical insurance reform,and continuous exploration for innovation and improvement of related systems,operating mechanisms and management systems.This article uses data from the “Questionnaire Survey on Medical Insurance Satisfaction of Urban and Rural Residents in Wencheng County”,taking the perspective of insured residents,with the goal of ensuring the health of residents in a sustainable manner,and under the guidance of the goals of the reform of the medical insurance system for residents,relevant satisfaction with residents Statistical analysis,construct a model of influencing factors of satisfaction,and analyze the influencing factors,and then put forward targeted policy recommendations in improving the medical insurance system for urban and rural residents in Wencheng County,and provide reference and reference for other regions.This article extracted 493 questionnaires from the data on the questionnaire survey on medical insurance satisfaction of urban and rural residents in Wencheng County,including four townships,namely Nantian Town,Dayu Town,Shanxi Town and Yuhu Town.The results of the study show that residents in Wencheng County are generally satisfied with the attitude of the residents ’medical insurance system.Among them,the significant influencing factors of residents’ satisfaction with medical insurance include three items,namely the reimbursable diseases and drug scope of the medical insurance system,and government departments.Publicity efforts and the infrastructure and technical level of designated medical institutions.Based on the above research,this article puts forward the following policy recommendations: First,we must scientifically formulate the reimbursement ratio and regulate the reasonable reimbursement scope.Second,we must increase the publicity of the medical insurance policy and increase its popularity.The third is to improve the level of medical facilities and technology,and improve the construction of network systems.
