With the accelerated aging of the population in our country,The "silver wave" arrived ahead of schedule,The aging of the elderly population and the proportion of household empty nests have continued to increase,The old-age security industry in China is facing a severe and complicated test.In addition to the continuous weakening of the family pension function,Develop pension service industry,Change the old-age model,Meet the increasing diversified and multi-layered needs of elderly care services for the elderly,Become the only way for China to deal with population aging and establish a modern pension security system.The policy of “Opinions on Accelerating the Development of the Elderly Care Service Industry” and “The 13 th Five-Year Plan on the Development of the National Aging Career Development and Pension System” was issued,The medical and rehabilitation work has been fully started,and great emphasis has been placed on accelerating the construction of an elder service talent team.The report of the 19 th Party Congress also put forward the need to implement a healthy China strategy,We will actively respond to the problem of aging population,promote the combination of medical care and health care,and accelerate the development of old-age businesses and industries.In the context of the "medical support and integration" pension model,Through understanding and combing relevant policies and resources of China's old-age care services,we have a profound understanding of the importance of building an old-age care service team in China.Based on research results of related issues at home and abroad,The article introduced related concepts such as the aging of the population,the integration of medical care and health care,and the provision of services for the elderly,Take the theory of human capital,theory of needs,and two-factor theory as the theoretical basis,Through questionnaires and interviews,From the background and general situation,we have learned about the status quo of the construction of the service personnel team in Luoyang City's care institutions.Through questionnaires and interviews,Analyze the predicament of the construction of a number of nursing service personnel teams,Using a certain quantitative statistical analysis method,It is found that there are common problems in the construction of service personnel for the aged care organizations in Luoyang City and even in the whole country:At the government level,problems such as inadequate policies and regulations,insufficient capital input,and relative scarcity of incentive mechanisms have occurred;At the industry level,problems such as the impact of traditional concepts and the lack of industry standards exist;At the level of the old-age care institution,there is a problem that the talent management is lacking in planning and the talent training model is single;At the college level,there are problems such as the backwardness of higher education and the lack of professional skills training.For the above problems,draw lessons from foreign theoretical achievements and successful experience,In-depth combing,Suggestions on improving the service team building for the elderly care service:To do a good job of macro-control at the government level,and constantly improve policies,funds,and incentive mechanisms;Establish industry standards at the industry level to avoid the influence of traditional concepts;The old-age care institutions follow the trend to guide personnel training programs and create a good environment for personnel training;The college level cooperates with enriching educational resources,improving the higher education system,and attaching importance to the cultivation of vocational skills personnel.This study aims to improve the development of the service talent team in Luoyang City,and at the same time to provide experience for the healthy development of the service team for the elderly in Henan Province and even the country.
