With the development of medical and health services in China, there are much more problems and conflicts between patients and hospital. The ordinary people think as difficult and expensive medical services, including clinic and operation. All big news media often report that due to the doctor-patient conflicts of all kind of social problems. In recently years, with the development of the social communicate network, the ordinary people begin to have a voice, the grumbles about hospital often been saw at all the social networking software. They are worried about the high drug prices, and most of the grumbles are the drug prices. Because of the high drug prices, some people even have no abilities to continue the treatment. In current status most hospitals have some problems in internal control system of the drug procurement. There are no rules for the manufacturer to the patient’s circulation, and the losing control of the drug procurement and drug prices easily. Besides, the focus of hospital is how to improve the skill level and medical academic level, ignoring the management skill. Firstly, the details of basic theories of internal control in hospitals have been elaborated and give the basic objectives and elements. Secondly, it describes the basic situation of Shen Fu Women and Children Hospital and drug procurement internal control. Then it analyzes all kinds of problems of the internal control. Finally, according to the idea of internal control, it designs an internal control regulation for drug procurement from control environment, risk assessment procedures, control activities, information and communication, internal supervision.This paper uses the case analysis, field investigation and literature methods. It analyzes the problems of internal control of drug procurement, and also discuss the problem about the drug quality, the new drugs and the construction of drug procurement It explores the construction of drug procurement internal control system in medical institutions.
