With the deepening of the aging of our society,it is of great significance to reform the "two track system" of the retirement security system of enterprises and institutions,and to establish and improve the multi pillar system of the pension security for the elderly,so as to ensure the living standards of the elderly and maintain social stability.After pilot exploration,in 2015,the substantial progress of the reform of the old-age security system was ushered in.The decision on the reform of the old-age insurance system for the staff of government institutions requires the establishment of an occupational pension system for the staff of government institutions.As a bright spot of the reform,occupational pension system has been widely concerned and discussed.Under the high light,the dilemma in the implementation of occupational pension has become increasingly prominent.This paper focuses on the current situation of the implementation of occupational pension system in medical institutions in Guangzhou.Through investigation and research,it is found that the process clock of the implementation of occupational year system in medical institutions in Guangzhou is faced with defects in the system setting,which leads to incomplete coverage of insured personnel;the disunity of financial support leads to great pressure on the public welfare second-class institutions represented by public hospitals;the process of government information disclosure The low degree leads to many doubts of the insured;the supervision system of occupational pension fund has not been established and perfected,which leads to the great risk of capital preservation and appreciation.In view of the causes of difficulties and the reality of medical institutions,this paper puts forward that the effective implementation of occupational annuity in Guangzhou medical institutions can be broken through from the following aspects: insurance expansion,policy publicity,value-added and supporting coordination.The first is to expand the coverage,promote the synchronous implementation of occupational annuity and enterprise annuity system,and the second is to enhance the support of all levels of Finance for occupational year,including tax Preferential policies,quota support,fixed ratio support,etc.,the third is to increase the publicity of occupational pension by the government,actively eliminate the negative and clear situation of insured personnel,the fourth is to optimize the investment environment of occupational pension fund,do a good job in maintaining and increasing the value of the fund,and finally pay attention to the supporting measures of occupational pension,and promote the implementation of various reforms.
