Research On The Innovation And Diffusion Of Conservation Tillage For "Lishu Model" In Jilin Province

As one of the four major black soil regions in the world,the northeast black soil region is an important base for our country’s commercial grain production and comprehensive development of agriculture,forestry and animal husbandry.It is also called the "stabilizer" of food security for our country.However,the arable land have been overdrawn over the years,and the black soil has become "thin" year by year.In order to protect the precious black land,Lishu County,Chinese Academy of Sciences,China Agricultural University and other scientific research units introduced the mature "no-tillage technology with full coverage of corn stalks" in North America in 2007,and established an experimental field in Lishu County to explore the new path of the protection of black land in our country.With the joint efforts of the local government,scientific research workers,farmers’ cooperatives and other parties,a black land protection model that integrates the advantages of protecting cultivated land and stabilizing high yields has been formed.That is the "Lishu model".On July 22,2020,General Secretary Xi Jinping came into the core demonstration area of the national standardization production base of green food raw materials（corn）in Lishu County,Jilin Province.He required to protect the black land,the "giant panda in the arable land".He also emphasized the government should summarize the planting experience and vigorously promote the “Lishu model”.In order to further strengthen the promotion of the "Lishu model" and give full play to the role and value,it is necessary to study the process of innovation and promotion,and point out the existing problems in the promotion.All localities can draw on the experience of the "Lishu model" to lay a solid foundation for improving the protection of black soil and the effectiveness of agricultural production.On the basis of constructing the innovation analysis framework,this paper takes the "Lishu model" as the research object to analyze the process of policy innovation and diffusion by the theory of policy innovation,policy diffusion,policy entrepreneur.It is pointed out that the government gives full play to the functions of guidance and regulation in the innovation process.The government play the role of message transmission,organizational guarantee and systematic service in the diffusion process.Combined with questionnaires and research interviews,we found "Lishu model" has some problems: low degree of land intensification,insufficient awareness for farmers,lacking technical training and inadequate financial subsidies.In order to further improve the "Lishu model" and fully demonstrate its application value,we raises some countermeasures and suggestions: strengthening top-level design and deepening the participation of policy entrepreneurs,establishing problem orientation and strengthening innovation and collaboration mechanism,adhering to openness and sharing and optimizing the interaction mechanism of policies,deepening supervision and publicity and promoting the diffusion of pilot experience.
