| Cultivated land provides the support for the process of human society,and provides the necessary material basis for human survival and development.Cultivated land resources are extremely precious,mainly because of its own limited and non renewable.The purpose of protecting cultivated land is to realize the sustainable development of human society.Heilongjiang Province,as a large agricultural province,has a unique advantage.The black soil is fertile and the cultivated land is rich,which is conducive to the development of agricultural economy.However,in the process of implementing the policy of farmland protection in Heilongjiang Province,there are some problems,such as low sense of policy identity,insufficient resources for policy implementation,deviation in policy implementation,and unsatisfactory effect of policy implementation,which make it difficult to achieve the goal of farmland protection.By defining the basic concepts of cultivated land and public policy implementation,according to the basic theories of policy implementation process model,Policy Implementation Cycle Model,policy implementation comprehensive model,this paper systematically analyzes the cultivated land protection policies formulated and implemented in Heilongjiang from 2014 to 2018.A study on the current status of the implementation of farmland protection policies in Heilongjiang,based on this,the paper concludes that there are some problems in policy implementation,such as low policy identity,insufficient resources,deviation and unsatisfactory effect.By learning from Japan,Korea,Zhejiang Province,Anhui Province on the implementation of the excellent experience of cultivated land protection policy,get inspiration.Considering that the propaganda of cultivated land protection policy should be strengthened,the investment of policy implementation resources should be strengthened,the supervision and management mechanism of policy implementation should be improved,and relevant supporting measures should be improved to promote policy implementation,proposed measures to address the implementation of farmland protection policies in Heilongjiang. |
