| Cultivated land is the most important basis for food production and the basis for human survival and development.China has introduced a series of policies and measures to strictly protect cultivated land,which are constantly revising and improving.However,at present,there are problems in all regions such as large demand of occupied cultivated land,lack of reserve resources of cultivated land,and frequent behaviors of "non-agricultural" and "non-grain",which greatly affect the comprehensive production capacity of cultivated land and threaten national food security.Yinchuan,the capital city of Ningxia Hui Autonomous Region,is nourished by the Yellow River and the Ningxia Plain,and has a favorable environment for crop cultivation.It is known as "the Land of Fish and Rice" and has a nick name of the Oasis Beyond the Great Wall.In practice,however,there are still many problems in the implementation of cultivated land protection policy in Yinchuan,which leads to the deviation of the implementation of cultivated land protection policy.This paper explores the existing problems in the implementation of the cultivated land protection policy in Yinchuan from idealized policy,implementation organization,target group and environmental factors,which are four aspects of Thomas B.Smith’s policy implementation process model,and by sorting out and describing the current situation of the implementation of the cultivated land protection policy in Yinchuan and combining with relevant theories of public policy implementation.It is found in this paper that the problems of Yinchuan’s policy implementation include defects in the policy content,imperfect policy implementation mechanism,declining participation of the policy target group,and contradictions between economic development and the policy implementation.The main reasons for the deviation are the lack of supporting measures of the policy,the lack of personnel allocation and execution of the executive agency,the lack of identity of the target group,and the greater impact of the economic environment.In the end,based on the four aspects,this paper proposes optimization paths such as perfecting policy supporting,enhancing implementation cost input,increasing target group participation and optimizing implementation environment,so as to further improve the effect of Yinchuan’s farmland protection policy implementation. |
