| Energy is an important material basis for human survival and development.The Party’s20th National Congress clearly set forth the important goal of “improving people’s well-being and improving the quality of life of the people”,and committed itself to making the realization of the people’s aspirations for a better life the starting point and goal of the Chinese-style modernization drive.However,it is still common for rural areas in the post-poverty era to rely heavily on traditional biomass energy for cooking and heating,and the availability and affordability of clean energy and the ownership of modern energy equipment for some rural residents in areas out of poverty still do not meet the requirements for improving people’s wellbeing.Therefore,in the current critical period of the effective connection between the consolidation of poverty alleviation achievements and rural revitalization,it is of great practical significance to study the living energy status of rural households in poverty-stricken areas and multidimensional measurement of energy poverty,and explore effective countermeasures to solve rural energy poverty,which will alleviate relative poverty in the post-poverty era.This paper takes rural households in Aba Prefecture of Sichuan Province as the research object,focuses on the current situation of energy consumption and energy poverty measurement of rural households in the future era of poverty alleviation,and carries out research along the basic idea of “theoretical induction —current situation research and judgment —problem analysis—countermeasure construction”.First of all,combined with the realistic background of rural relative poverty management in the post-poverty era,the necessity of rural energy poverty research is expounded,the relevant research results of rural energy consumption,energy poverty and energy poverty alleviation at home and abroad are sorted out,and the relevant concepts and classical theories are summarized,which lays a theoretical foundation for the research of this paper.Secondly,combined with 583 valid questionnaires obtained from field investigation,the present situation of rural energy consumption in Aba Prefecture was summarized and analyzed from the perspectives of main cooking energy consumption structure,domestic energy consumption expenditure and modern energy equipment.Then,on the basis of the multidimensional nature of energy poverty,this paper draws on the existing commonly used energy poverty measurement methods to construct a multidimensional energy poverty measurement system to measure rural energy poverty in Aba Prefecture,and then uses A-F method to identify,measure and decompose multidimensional energy poverty.Combined with the current situation of living energy,this paper analyzes the causes of energy poverty in some rural households in Aba prefecture,and then empirically explores the serious negative effects of energy poverty on the health of residents in Aba prefecture.Finally,based on the analysis of the current situation of household energy consumption and multidimensional measurement analysis of energy poverty in Aba prefecture,countermeasures and suggestions are put forward to alleviate the rural energy poverty in Aba Prefecture.Through the above research steps,this paper draws the following research conclusions:(1)The main cooking energy in rural areas of Aba Prefecture is still dominated by traditional biomass energy such as firewood and cow dung,and very few households fully realize clean cooking energy.Some rural residents have a high total expenditure on living energy.Meanwhile,rural households in Aba Prefecture have a very low ownership rate of the three modern energy equipment of “gas stove,water heater and computer”.It can be seen that the problem of rural energy poverty in Aba prefecture is mainly manifested as that some residents can not afford to use modern clean energy.(2)According to the multidimensional energy poverty measurement results in this paper,about 22% of rural households in the rural areas of Aba Prefecture fall into multidimensional energy poverty,among which 1.03% fall into severe energy poverty.According to the decomposition results of spatial differentiation,the energy poverty situation of rural households living in grassland animal husbandry area is the most serious.According to the decomposition results of the differentiation characteristics of counties,there are serious problems of energy poverty in the lifting time of poverty alleviation early or late.Some counties have implemented photovoltaic poverty alleviation projects,but the effect of energy poverty reduction is very limited.According to the decomposition results of the differentiation characteristics of peasant households,the lower the income of households,the higher the incidence of energy poverty,the higher the share of energy poverty deprivation,the deeper the poverty,and the phenomenon of energy poverty also exists in high-income households.(3)On the basis of calculating the score of multidimensional energy poverty,it empirically tests that multidimensional energy poverty has a serious harm to the health of rural residents,and passes the robustness test,which is an issue that cannot be ignored in the governance of relative poverty.Based on the above analysis,the following countermeasures and suggestions are put forward:(1)Establish a rural renewable energy multiple energy supply system,improve rural energy supply conditions,reduce the negative impact of polluting energy on residents’ health;(2)Increase residents’ income through multiple channels,and enhance rural residents’ consumption willingness and ability for modern energy and equipment;(3)Expand the space for benefiting farmers and promoting green smart household appliances to rural areas. |
