From The Perspective Of Public Goods Supply Problems And Countermeasures Of Warping Dams Construction And Management

Y City is located in the north of Shaanxi Province,and the soil and water loss is serious.As one of the rural public goods,Warping Dams play an increasingly important role in the prevention and control of soil erosion and the promotion of agricultural production development by its functions of soil and water conservation,sediment interception and land reclamation.In recent years,although the construction and management of Warping Dams in Y City has achieved remarkable results after years of practice and exploration,as one of the typical representatives of rural public goods in Northern Shaanxi,many problems still appear in the early stage of construction,operation and management and supply process,such as insufficient supply of Warping Dams,unbalanced construction management structure These problems seriously affect the long-term and stable operation of Warping Dams and give full play to the benefits.The main reasons for the problem are single supply subject,narrow financing and rent channel,simple decision-making mechanism,lack of flexibility of system and hitchhiking.Based on the theory of public goods supply and the actual situation of rural environment in Y City,this paper puts forward some countermeasures and suggestions for optimizing the construction and management of Warping Dams,namely,diversified supply subject,PPP,BOT and other financing modes,establishment of top-down and bottom-up decision-making system,effective system system,clear ownership of property rights,and pilot operation,Standardize the operation and protection process of Warping Dams.
