Research On Farmland Water Conservancy Construction From The Perspective Of New Public Service Theory

At present,"rural areas,farmers and agriculture" is the most important and concerned issue of the country.Among them,agriculture is the foundation of building a well-off society in an all-round way and realizing modernization.Agricultural stability is the stability of the country,while agricultural prosperity is the prosperity of the country.The healthy development of agriculture is related to the happy living standard of 1.3 billion people in China.Farmland water conservancy is the lifeline of agricultural economic development,the basis of agricultural development,and an important part of solving rural,peasant and agricultural problems.Farmland water conservancy construction is inextricably linked with farmers' income,agricultural development and national food security.Therefore,in the development of national economy,the research of farmland water conservancy construction has become very important.Based on the new public service theory of Denhart and his wife,this paper studies the problems in the process of water conservancy construction in S City of Shandong Province by literature research and empirical research methods,and combines theory with practice,so as to put forward the countermeasures to solve the problems of farmland water conservancy construction,so as to build a harmonious society.On the basis of Denhardt's new public service theory,this paper synthesizes literature research method and empirical research.This paper is mainly divided into five parts.The first part: Introduction,including the research background and significance of this topic,research status at home and abroad,research methods,research innovations.The second part: Definition of related concepts and elaboration of theory.It introduces the concepts of public service,public goods,farmland water conservancy construction and the connotation of the new public service theory.The third part explains the current situation and existing problems of farmland water conservancy construction in S City of Shandong Province.Part IV: Applying the new public service theory to analyze the problems existing in the process of farmland water conservancy construction in S City,Shandong Province,and explore the underlying reasons.The fifth part: Combining the above analysis,put forward the countermeasures to solve the problems of farmland water conservancy construction in S city of Shandong province.Farmland water conservancy construction not only affects the stability of farmers' economic income,but also affects the stability of national economic development.Strengthening farmland and water conservancy construction is conducive to the construction of new countryside in China,further coordinating urban and rural development and narrowing regional differences,and ultimately promoting the realization of the Chinese dream.Therefore,it is imperative to strengthen the development of the country and the construction of farmland and water conservancy for peasants.
