| With the development of the times,China’s expressway is in the stage of accelerating the formation of network and extending the mileage of completion and opening to traffic.The country also proposes to speed up the construction of transportation power and the planning of intelligent transportation,which also puts forward higher requirements for the highway law enforcement management and the professional level of highway law enforcement personnel.In order to meet the challenges of the new era,build a high-quality and comprehensive law enforcement team with "political qualification,strict discipline,fine style,passion and dedication",and constantly enrich the personnel of highway traffic law enforcement teams in all provinces.Most of the new recruits are selected by the public recruitment examination.They are all under 35 years old,and most of them are men because of the particularity of their work.This paper analyzes the frontier views of scholars at home and abroad,and makes a specific analysis on the current situation and existing problems of the management of young cadres of highway traffic administrative law enforcement in S Province,and discusses the human capital theory,performance appraisal theory,demand level theory and other related theories,which lays the foundation for the following deduction.Then it analyzes the construction system of the youth team of highway traffic administrative law enforcement in S Province,introduces the management status of the youth cadres of highway traffic administrative law enforcement in S Province from the aspects of age,education background,gender and ability,and summarizes several problems existing in the management of the youth cadres of highway traffic administrative law enforcement in S Province.First,the ideological understanding is not in place,which leads to the difficulty of the youth cadres in performing their duties;second,humanistic care The third is that the reward and punishment assessment is not perfect,which leads to the low enthusiasm of young cadres;the fourth is that the training is not paid attention to,which leads to the poor practical ability of young cadres.Then,aiming at the problems existing in the management of the young cadres of the traffic administrative law enforcement team in S Province,it is analyzed that the probable rate is caused by the hard working conditions,high work intensity,low salary,insufficient training funds,poor promotion channels and other aspects.Then,using the theory of human capital,it is suggested to strengthen the management of young cadres from the aspects of strengthening the ideological and moral construction and establishing a long-term training mechanism;useing the performance appraisal theory to provide an incentive mechanism for young cadres;using the theory of hierarchy of needs,it is suggested to strengthen the management of young cadres from the aspects of caring for young cadres.Finally,the paper summarizes the research results,research deficiencies and research prospects. |
