In recent years,China’s economy has developed rapidly,and energy consumption has remained high,which has formed a clear supply and demand contradiction with my country’s relatively scarce energy resource endowment.What comes with it is that my country’s energy import scale and energy dependence on foreign countries have increased year by year.China’s energy resources safety has become a common concern of scholars.How to improve China’s energy security level by strengthening foreign cooperation has become the focus of many scholars’ research.In 2013,China began to promote the "One Belt One Road" cooperation initiative,and mutually beneficial energy cooperation is an important part of it.In this context,this paper focuses on the measurement of China’s energy security and the construction of China’s foreign energy cooperation system.And focus on solving the following two questions: 1.How to scientifically evaluate China’s energy security level? 2.How to build a feasible system of China’s foreign energy cooperation based on the “Belt and Road” initiative?In order to solve the above two problems,this paper combs the existing literature,analyzes the solutions of scholars in this field to the above problems,and makes improvement and innovation on this basis.Firstly,it analyzes the energy status of China and the world’s major countries,summarizes their respective energy characteristics,and combines the status of energy cooperation between China and the countries along the "Belt and Road" to explore the sources of energy security risks;then based on the internationally recognized "4A" "The concept of energy security,in the four dimensions of resources,market,environment and energy utilization efficiency,builds an energy security system including 16 indicators;on the basis of building the indicator system,the entropy method and the TOPSIS method are integrated.Overall,comprehensive and scientific evaluation of energy security from 2008 to 2020;Based on the measurement of energy security,combined with the index weights calculated by the entropy method,China has established a foreign energy cooperation system from four aspects: the resource reserve system,the market supply and demand system,the environmental protection system,and the energy management and utilization system,to effectively ensure China’s energy security;Combined with the above analysis,this paper puts forward corresponding policy suggestions in the aspects of international energy infrastructure construction,energy trade policy,joint construction of energy exchange and cooperation platform,establishment of unified guidelines for environmental protection and talent training,summarizes the conclusions of the article,and looks forward to China’s future energy security.To sum up,this paper sorts out the research results in four aspects: the concept of energy security,the influencing factors of energy security,the measurement method of energy security,and the energy cooperation under the background of the “One Belt One Road”.The construction of the system and the selection of energy security measurement methods will ultimately focus on the construction of China’s foreign energy cooperation system.It is hoped that through the established foreign energy cooperation system,it will provide theoretical guidance for China’s energy industry policy,and provide theoretical guidance for China’s energy industry policy.Provide policy recommendations for better energy cooperation with countries along the "One Belt One Road",and effectively improve China’s energy security level.
