Research On The Operational Effects And Improvement Strategies Of Tianjin Residents’ Tiered Electricity Price Policy

Electricity is closely related to the life of every resident.As a public resource,the price of electricity resources is directly set by the government.Resident electricity prices have been relatively low until 2012,resulting in the residents’ electricity prices being seriously lower than the cost of power supply in the electricity price system.Electricity companies have to use the method of increasing industrial and commercial electricity prices to fill the gap caused by residential electricity prices.This approach has caused a large-scale cross-subsidy between industrial and commercial electricity prices to residential electricity prices.On the other hand,the long-term low residential electricity price has also caused to a certain extent the residents to form an extensive and wasteful consumption pattern of electricity resources.This hinders the healthy development of the country’s power industry and also affects the sustainability of economic and social development.In order to reduce the impact of the above-mentioned problems,improve cross-subsidies,and promote resource conservation,the National Development and Reform Commission issued the "Guiding Opinions on the Trial Implementation of Tiered Electricity Prices for Residents’ Daily Use of Electricity" in 2011 to guide provinces and cities to implement tiered electricity pricing policies for residents.The tiered electricity price policy for residents in Tianjin was formally implemented in July 2012,and it has been more than 8 years.At the beginning,this article sorted out the academic research results on the tiered electricity price policy,defined clearly the core concepts and operating principles of the tiered electricity price policy,and then sorted out the electricity consumption in some areas of Tianjin after the implementation of the tiered electricity price policy for residents in2012-2019.The data is researched,combined with the summary and collation of the results of the questionnaire on the residential tiered electricity price policy,and the operation effect of the Tianjin resident’s tiered electricity price policy in improving cross-subsidy and promoting energy conservation and environmental protection in the past 8 years has been evaluated.During the operation period,the cross-subsidy situation was not improved enough,the effect of resource saving was not obvious,the residents did not agree with the policy itself,and the corresponding supporting policies were not perfect enough.Through further analysis,four main reasons for the above problems were found—— Unreasonable electricity prices,price changes have little impact on electricity consumption,policy publicity is not in place,and coordination among multiple management departments is poor.Then,aiming at the above four problems and reasons,they are improving cross-subsidy and improving resource conservation.4.Improve residents’ acceptance of the tiered electricity price policy,and formulate corresponding supporting policies to propose improvement measures to deal with specific problems,so as to provide a basis for improving the tiered electricity price policy for residents in Tianjin.
